Primary purpose: To act, as delegated by the ABW Commander at a large AFSC installation, in the administration of the authority to appoint, classify, promote, reassign, discipline, demote, compensate, separate, or effect of the related personnel and position transactions pertaining to Non-appropriated fund (NAF) personnel within the Civilian Personnel Flight (FSC).

Duties

Exercises technical and administrative supervisory personnel management responsibilities for 25% or more of the time. Administers and manages the NAF personnel programs. Assures the integrity of the NAF personnel data system (NAF-PS). Performs and advises on classification and position management for NAF positions encompassing crafts and trades, clerical and administrative, technical and some professional work. Oversees and performs work involving the administration of the NAF Affirmative Employment Program. Advises and assists NAF supervisors, managers, and employees in employee relations programs. Conducts and oversees NAF employee development and training.

  • This is a Centrally Managed Position in the Force Support Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues; techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients; consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations; and written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced knowledge of regulations, policies, practices and procedures covering NAF personnel management programs involving classification and position management, recruitment and staffing, employee-management relations, and employee development and training to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to NAF personnel. Advanced knowledge of laws, principles, and regulations relating to equal employment opportunity and labor relations issues in order to discern what is required and serve as a liaison between NAF management and local subject matter experts. Knowledge of automated personnel data systems to ensure accuracy and timeliness in processing of NAF personnel actions and generate automated products documents. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent. Skill in written and oral communication to disseminate guidance, letters, bulletins, etc., on personnel issues and programs; conducts briefing; and present issues and recommendations. Ability to maintain good working relationships and gain support for personnel program goals. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organizational unit. Ability to utilize AoP initiatives and concepts to manager and supervise a human resources office. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations to meet unit requirements and objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
