As a Program Specialist within the Space Operation Mission Directorate (SOMD), you will be responsible for establishing administrative procedures, managing executive performance management, and the technical review of NASA policy directive activities. You will serve as training coordinator and the SOMD executive secretariat, providing support to the Directorate Mission Program Council (DPMC) and the Human Exploration Operations Committee NASA Advisory Council and Committee (NAC).
Duties
Apply, interpret, and take action based on policies, potentially in situations that may not have precedent. Identify key policy issues, evaluate alternatives, and make recommendations to senior management officials.
Assist in the development of executive performance plans for Senior Executive/Senior Level employees; review performance plans and provide guidance and recommendations for improvement and adherence to Agency requirements.
Monitor and communicate executive performance management timelines to executives; partner with executives to assist in writing accomplishments/narratives that support mid-year reviews and annual performance ratings.
Serve as training coordinator and administrative lead; manage NASA Policy Directives activities utilizing the NASA Online Document Information System (NODIS), and updates to the NASA Continuity of Operations COOP, Emergency Preparedness processes.
Organize Directorate Mission Program Council (DPMC) meetings and support the Human Exploration Operations Committee NASA Advisory Council and Committee (NAC), providing oversight of implementation and updates.
Coordinate with Programs to ensure all documentation and presentation materials meet DPMC reporting requirements and are available prior to the council, including validating compliance with NASA NPR 2810.7 Controlled Unclassified Information (CUI).
Define the review schedule of Space Operations Mission Directorate (SOMD) programs/projects; plan, prepare, coordinate, and track all actions within SOMD and advise senior leadership of outstanding issues, action status, and potential solutions.
Identify recommendations for process improvement; ensure process improvement activities are consistent with SOMD goals and objectives; explain data to stakeholders with appropriate message to make data driven recommendations.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Providing administrative support to include executive performance management functions and oversight of organizational training requirements and funding;
Reviewing policies or directives to identify program issues and recommended improvements;
Validating information and presentations for compliance in senior level boards or councils, and providing oversight of program/project planning, coordination, or tracking.
