This position is located in the Executive Office of the President, Office of Management and Budget, Management and Operations Division, Human Capital Branch. The primary purpose of this position is to provide policy and management officials in OMB with management advice, consultation and assistance in human resources matters. **Promotion to the next highest grade level is neither guaranteed nor implied.**

Duties

As a Human Capital Specialist, GS-0301-13, your typical work assignments may include the following: Provide assistance to OMB leadership in all aspects of human capital management, including reviewing and recommending organization alternatives to enhance OMB's performance in the crucial area of human resources management. Manages the OMB Pathways Program, Interns, detailees, and onboarding/offboarding process. Partners with customers to proactively offer long-term solutions that align with business strategy. Provides advice and consultation, engages in organizational development efforts, develops products and plans, and assists with implementing, monitoring, and measuring effectiveness of solutions and initiatives. Utilizes dashboards, data, and analysis tools and techniques to proactively identify trends and risks, resulting in diagnosis of organization needs with proposed solutions.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: You may qualify at the GS-13 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-12 level or comparable pay band that includes: 1) Providing human capital support to senior leadership on various human resource disciplines 2) developing or modifying Human Resource policies, standard operating procedures or programs for the internal agency 3) providing human resources consultative and technical services in the areas of recruitment and staffing, workforce planning, and position management 4) leading management in change initiatives and 5) managing the federal government pathways program or similar programs for students and interns. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
