You will serve as a SUPERVISORY FINANCIAL MANAGER in the Commander, Naval Surface Force, U.S Pacific Fleet (CNSP) COMPTROLLER Directorate of COMNAVSURFPAC.
Duties
You will develop, coordinate, direct and maintain sound financial management and accounting systems.
You will identify areas of improvement to the financial plan and recommend appropriate changes.
You will plan, assign work and establish priorities.
You will provide direct and indirect technical and administrative supervision to civilian and military personnel.
You will analyze fiscal reports and analyze the effectiveness of systems and procedures.
You will serve as civilian personnel financial advisor to the commander.
You will conduct program planning and budget analysis.
You will provide applicable training and guidance.
You will direct the development of the format, policy and procedures for Commander, Naval Surface Forces Pacific (COMNAVSURFPAC) wide budget estimates.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing a variety of financial resources by directing, controlling and developing financial activities of an organization (e.g. budgeting, accounting, finance, program analysis, reports and statistics, financial reporting, policy, and internal review) for the operational effectiveness of a command.
