Duties

You will provide the Commander with accurate data essential for operational effectiveness and to promote efficiency and effectiveness in the performance of assigned missions. You will perform a wide variety of financial managerial duties connected with the formulation, justification, presentation, execution, and review of budgets. You will identify areas of improvement to the Echelon II command financial plan and recommend appropriate changes. You will assist the Comptroller in presenting the consolidated NSW Echelon II budgets to the Commander for approval. You will perform necessary analyses of source data to determine reliability, usefulness, and applicability of data in support of budgetary requirements.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to random counterintelligence scope polygraph examinations.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, organizing, coordinating, directing, controlling, and maintaining the integrated system of financial management, administration/accounting AND performing accounting, budgeting, managerial/financial reporting, to include internal auditing and management analysis.
