Chief, Quality, Safety, and Value/High Reliability (QSV/HR) Service develops and leads programs that perform technical, administrative, and investigative work and applies expertise and knowledge of healthcare delivery systems in performance measurement and improved processes. Activities, functions, and services directly and significantly impact a wide range of agency programs and outcomes within a complex organization.
Duties
The Chief QSV/HR is recognized as the technical authority in the interpretation of existing policies and the development of guidance on program management, performance and improvement, risk management and evaluation. Serves as a principle advisor to executive colleagues in the development of a continuous readiness improvement program and provides periodic reports on the status of the facility performance. Works closely with the NFSGVHS Director, Chief of Staff, Associate Director Patient Care and Nursing Service, Deputy and Assistant Directors and other senior clinical and non-clinical executives as an advisor and coach in quality principles, employee involvement (engagement), quality tools, and performance improvement implementation. He/she is the direct representative of the NFSGVAHS Director in driving performance improvement. He/she participates in VISN/National level activities that guide/instruct other facilities in management practices using performance improvement tools
and methodologies.
Provides leadership and direct supervision for: Infection Control and Prevention, Patient Safety, System Redesign and Innovation, Protected Peer Review, Controlled Substance, Risk Management, Clinical Documentation Improvement, Data Analytics and Accreditation programs.
Collaborates with both administrative and clinical services to monitor quality and safety within the service and medical centers.
Functions as a facilitator in implementing action plans and progress improvement strategies at the service and healthcare system level.
Reviews performance measures, external peer review program (EPRP) data, Veterans Affairs Surgical Quality Improvement Program (VASQUIP) data, Inpatient Evaluation Center (IPEC), strategic analysis for improvement and learning (SAIL) and other quality data for trends and early interventions.
Applies clinical performance improvement methods, collects outcome data related to policy, procedure, and regulatory compliance and in collaboration with management, initiates performance improvement monitoring projects.
Utilizes data and comparative analytic processes in recommending design and implementation of innovative programs to improve service excellence, customer satisfaction and compliance to patient care and regulatory standards.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education. Graduate of a school of professional nursing.
GRADE REQUIREMENTS
Nurse V-Master's degree in nursing and five years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of the dimension requirements for Nurse V or Master's degree in a related field and a bachelor level degree in Nursing and five years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of the dimension requirements for Nurse V or Doctorate degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of all dimension requirements for Nurse V or Doctorate degree in a related field and a master or bachelor level degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of all dimension requirements for Nurse V.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
