The Finance Payment Operations Nurse Executive is a member of the Finance Executive Leadership Team. The Nurse Executive participates fully in upper-level management decisions to speak on behalf of nursing and other administration issues and is a member of all upper lever councils andcommittees that govern and influence the operations in the Office of Finance Payment Operations. He/she is fully involved in strategic planning within the Office of Finance Payment Operations nationally

Duties

1. Participates as an active team member ofthe Office of Finance Payment Operations Senior Leadership Team. 2. Embodies the highest professional nursing standards. Advocates for a strong nursing professional role, evidenced by establishing, articulating, and promoting a philosophy, mission, and vision for professional nursing. 3. Develops and supports Finance Payment Operations programs, policies, guidelines, and procedures that describe and guide how patients' nursing care needs are assessed, evaluated, and met 4. Provides recommendations, analysis and evaluation on performance measures and metric development, data, and information methodology development, in consideration of resource utilization. 5. Forecasts requirements and calculates risks and mitigation strategies necessary for short and long-term project planning. 6. Develops methodologies for development of efficient and effective interprofessional documentation and measurement of the clinical review delivery team. 7. Utilizes current knowledge and actively acquires new knowledge in all aspects of the position to positively influence the mission and changing practice needs within Finance Payment Operations. 8. Works collaboratively to ensure the provision of appropriate continuing education and training programs for nursing staff throughout Finance Payment Operations. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: A minimum of six years of professional practice in progressively more responsible clinical, educational and/or administrative leadership assignments. Knowledge of and experience with curriculum development, educator competencies and nursing education accreditation requirements. Evidence of self-directed, independent functioning and the ability to work effectively with others at all levels within a complex organization. Skills in conceptualization, critical thinking, problem solving, and follow through. Skills in resource administration, personnel management, and supervision. Demonstrate ability to work collaboratively with a variety of stakeholders. Skills in budget management and administration. Skills in analytical techniques used in program evaluation. Project management skills. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The physical requirements of this position are concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and may include requisite laboratory and other screening as required by Federal regulatory agencies.
