Duties

Responsible for the overall management, control, coordination, and execution of assigned projects and coordination with other project managers. Provides technical oversight for all aspects of land use authorizations, and NEPA requirements, including land use plan consistency determinations or land use plan amendments processes. Coordinates the planning, design, and cost for projects of substantial scope and complexity as measured by the diversity, geographic area, management demands, technical intricacies, and public issues. Serves as primary point of contact for projects assigned with applicants; Federal, State, and local government agencies; and other external organizations. Participates in long- and short-range decision making, including budgetary input. Collects and compiles statistical data and develops local applications as necessary to perform statistical analysis by using spreadsheets, graphics, and database applications. Develops, plans, participates and/or organizes special programs to ensure consistency in addressing wind and solar land use authorizations within various government offices. Performs project leader functions guided by corporate decisions, laws, regulations, and policy. Keeps applicants fully informed of project progress, issues and their resolution, and any impacts to costs. Assures that applicants or other agency participation in the project is in accordance with the agreed upon management plan and applicant commitments.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience in a natural resource land management agency leading, directing, or managing organizational projects/special programs related to NEPA or FLPMA; Leading or participating on interdisciplinary teams responsible for land use authorizations/plans and environmental analysis; Assisting with the preparation of contracts and budgets for assigned projects; tracking project schedules or milestones. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
