Duties
Plan work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluate the work performance of subordinates.
Develops performance standards; gives advice or instruction to subordinates on work and administrative matters; and identify developmental and training needs of employees, providing or arranging for needed development or training
Responsible for programming and annual budgeting submissions/recommending budget adjustments and ensuring program accomplishments are within budget allocations.
Supervise staff in accordance with regulatory requirements in areas to include Diversity/EEO, internal management controls, Safety/Occupational Health,
performance management, and ethics, conduct and discipline.
Share responsibility with the Field Managers to develop and maintain a program of conservation, protection and management of the public land natural and cultural resources and maintain a multiple use concept.
Achieving and maintaining effective relationships with news media, resource users, local government officials and interest groups, fostering public awareness and ensuring local needs are considered in Bureau resource activities.
Promote internal and external communication and coordination, including local interest groups, individuals, users, the public, State, and local government, and other Federal personnel, ensuring compliance with Bureau policies, regulations.
Federal/state and local laws and agreements related to renewable and non-renewable resource programs.
Provide input to the preparation, implementation, and conformance of the land use plans, interdisciplinary activity plans, and ecosystem plans.
Serve as a back-up to the Field Managers during absences on resource issues and maintain working knowledge of ongoing projects, personnel issues, and all other issues at the Field Office level.

Qualifications

Credit will be given for all appropriate qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
Specialized Experience Requirement:
For GS-12 grade level: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the announcement. Examples of specialized experience include, but are not limited to:
Providing administrative and program support to Field Managers based on the mission, function, and goals of different natural resource programs in a multi-resource environment involving the management of public lands.
Applying federal laws, regulations, policies, and guidelines sufficient to plan, develop and implement administrative and resource programs.
Interdisciplinary coordination, budgeting, procurement, and staff development; maintaining contact and leading discussions with Federal, State, and Local agencies.
Providing internal and external guidance on complex issues and policies; or other similar work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time in Grade: Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
