Duties

The primary purpose of this position is: to serve as Associate Director in the Total Force Integration Directorate (HAF/DSI), overseeing military, civilian, and contractor activities and directorate processes and products; providing solutions and recommendations for Total Force Integration of Regular Air Force, Air Force Reserve, and Air National Guard to senior leaders and decision-makers aligned to Air Force priorities. Manages and performs staff assignments related to Total Force Integration (TFI) responsibilities and activities for a 30-person organization reporting to the Director of Staff, Headquarters Air Force Oversees the development and execution of Directorate's processes, projects, and portfolios, including the TFI Management and the General Officer Executive Committee, Total Force Association (TFA) Management, TFA Health Assessment oversight, and Total Force Analysis Develops, supports, and synchronizes strategies related to Total Force Integration (TFI) congruence with Air Force Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) processes and products, and other senior leader guidance. Serves as the technical liaison between the contractors and the Contracting Officer.

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. In addition to knowledge of the next lower level, this level requires comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Typically, this includes knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military command structure, missions, strategy, and organizational relationships of the Total Force (Regular Air Force, Air Force Reserve, Air National Guard, Air Force Auxiliary, civilian and contractor personnel). . Knowledge of staff functions (including program management, staffing procedures, collaboration and coordination, Air Force Corporate Process, Strategic Planning and Programming System, etc.), the sequence and timing of key events and milestones, and implementing policy and other actions. Skill in organizational management processes, designing and conducting comprehensive studies, and preparing solutions and recommendation to resolve substantive problems and issues of Total Force Integration, including developing, analyzing, evaluating, and communicating planning, programming, and resourcing. Skill in synthesizing complex, and often competing, information and viewpoints, to resolve issues, and to develop options and recommendations for senior Air Force leaders. Ability to effectively communicate both orally and in writing; to plan, organize, and negotiate effectively complex issues, recommendations, and implementations; and to maintain good working relationships. Ability to lead individuals and simultaneously manage multiple projects in a leadership capacity, and ability to perform Contracting Officers Representative responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
