This position is located in Executive Resources Management Division (ERMD), Office of Human Resources Management (OHRM), Departmental Management (DM), U.S. Department. of Agriculture (USDA).
The incumbent, in participation with the Branch Chief, Director and Deputy Director of ERMD, the Director and Deputy Director of OHRM, and other Program Managers, provides HR operational services and support the ERMD performance and awards functions.
Duties
Provide comprehensive advice and assistance to executives, managers, and supervisors and employees on Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), Senior Science and Technology (SSTA), Schedule C. etc.
Serves as a senior technical advisor regarding the planning, execution, implementation, and approval of human resources policies for executives USDA-wide.
Develops Departmental-wide training guidance and sessions to explain the meaning of, and advise on, the implementation of executive human resources initiatives.
Formulates and recommends policies, programs, plans, and procedures governing human resources functions required to effectively meet current and long range Departmental and Federal government goals for the Senior Executive Service.
Responsible for executive talent management, which includes policy for the development and use of executive development plans.
Plans, organizes, and conducts studies of major programs and systems to evaluate the impact on Executive Resources.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one-year managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 in the Federal service or its equivalent which is directly related to the work of this position and has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience includes (1) Utilizing knowledge of HR-related performance management and Senior Executive Service program including policies, procedures, and practices sufficient to execute a comprehensive department-wide performance and policy program (2) Providing comprehensive HR advisory and technical consultation to advise management in decision making and (3) Developing or assisting with recommendations for changes to established procedures and practices or alternative approaches to resolve recurring problems and/or issues.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
