About the Position:
This position is with DoD Education Activity (DoDEA), Education Directorate Education Policy and Operation Division. It is located at the Mark Center Building in Alexandria, VA.
This position is not covered by a bargaining unit.
Duties
Coordinates with school level non-appropriated fund (NAF) managers for DoDEA student activity fund (SAF) program support.
Conducts annual reviews of the online financial system used by the SAF program to determine large balance amounts across DoDEA schools.
Provides guidance to the school level SAF managers on the allowable expenditures and usage of NAF.
Serves as the liaison to DoDEA Resource Management representatives for coordination on EDAs. Ensures field-level compliance with the EDA Policy.
Assists leadership by monitoring and reviewing budget and EDA actions via report generation and analysis, standard operating procedures established by the Resource Mgmt div. or the Education Resource Mgmt section, and ongoing audits.
Provides annual end-of-the-year reports to the Chief, Education Policy and Operations, on modifications to the EDA database and performs end-of-the-year reconciliation of SAF program accounts.
Requirements

Specialized Experience: One year of specialized experience which includes:Coordinates with school level non-appropriated fund (NAF) managers for student activity fund (SAF) program support; Assists in monitoring and reviewing budget and Extra Duty Assignment (EDA) actions; Maintain the Extra Duty Assignment (EDA) database and processing of new EDA requests; Reviews agreements w/ for NAF support to Student activity fund (SAF) programs ensuring that all SAF funds are appropriately expended and accounted for; Provides guidance to the school level SAF managers on the allowable expenditures and usage of NAF; Oversees processes and procedures for providing oversight to NAF is operating in a large school system.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration or public administration. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
