The primary purpose of this position is to serve as a Project Manager in the Engineering Design and Construction Section. This position is located in the Design & Construction Project Section, Engineering Service, at the Richard L. Roudebush VA Medical Center, Veteran Health Indiana, Indianapolis, Indiana. The incumbent works with a high level of independence, with little or no technical guidance received from the Supervisor/Assistant Chief/Chief, Engineering Service.
Duties
Duties include but are not limited to:
Leads construction design from conception stage to final drawing completion on larger projects with architectural and engineering firms. This includes reviewing construction plans and specifications.
Serves as the primary contact in the facility for construction related activities to include new construction and maintenance at VHI.
Analyzes proposed construction projects and recommends approval/disapproval to Chief of Projects - Supervisory Healthcare Engineer, Chief of Engineering and VHI Management.
Performs design and project development duties on smaller projects. This includes plan development with computer aided drafting, Independent Government Estimate production and Statement of Work development.
Performs market research to procure products and services to meet project needs.
Develops Independent Government Estimates using a variety of sources to include past experience, contractor quotations, cost works computer software, RS Means and other sources.
Leads pre-bid site visits to escort bidders through the project site to help them become familiar with the scope of work.
Coordinates the preconstruction and safety meetings with the contractor, contracting officer, safety officer and other interested parties.
Receives, processes, and approves/disapproves contract submittals in accordance with contract procedures.
Reviews and approve submitted construction schedules and coordinate utility outages and disruptions with VHI activities to ensure that essential services are maintained with minimum interruption to patient care and employee activities.
Maintains master construction schedule for the facility to ensure coordination between construction projects.
Maintains the master construction plans using AutoCAD/Revit.
Responsible for entire Construction Indefinite Quantity, Indefinite Duration (IDIQ) Construction Contract to include development of requirements and management of contractors.
Performs daily on-site inspections to ensure and maintain contractor compliance with contract documents, safety, interim life safety measures, and environmental protection.
Manages Architect/Engineer pre-design, design, and construction period performance portion of the design contract, including submittal reviews, site visits, and design solutions for design errors/omissions and unforeseen conditions.
Recommends contract changes and assists in the contract modification process by developing or obtaining from the project Architect/Engineer the scope of the change and cost estimates, reviewing contractor proposals, negotiating costs and time extensions, and requesting funding.
Performs over-site of contractors' compliance with Davis Bacon wage rates by receiving and reviewing contractors certified payrolls.
Reviews invoices for accuracy as to work in place and processes the Construction Contractors' electronic progress payment requests in a timely manner for certification by the Contracting Officer.
Maintains in an orderly fashion all the required records and reports of a project from conception to completion such as payrolls, daily logs, progress reports, submittals, requests for information (RFIs) etc.
Assists in resolution of contract disputes and represents the government in court if deemed necessary.
Coordinates and conducts final inspection and completion of punch list items for acceptance of and close out completed projects.
Maintains Contracting Officers Representative eligibility by completing initial and continuous training requirements.
Performs constructability reviews of bid documents prepared by Architects, Engineers and/or Construction and Environmental Section Technicians to ensure completeness and correctness. Schedules reviews by appropriate reviewers at the appropriate time in the planning process to include life safety reviews, infection control reviews, patient safety reviews, fire safety reviews and independent reviews as necessary.
Coordinates personnel moves both before and after the construction activities

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Have a wide range of knowledge of architectural and engineering designs and industry practices related to the commercial building. Have significant experience in design and construction supervision of various size projects involving structural, architectural, electrical, and mechanical systems.

Physical Requirements: Project inspections require a great deal of walking, climbing, standing, and bending (inside and outside). Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position. Physical ability and manual dexterity are essential in that the incumbent must be able to climb, lift, push, balance. stoop, kneel, crouch, crawl, and reach during normal project inspection procedures. In addition, the incumbent must have good hearing, eyesight, color, and depth perception. and the use of all limbs to be able to perform at an optimum level.
