This position is located within a Veterans Health Administration (VHA) Medical Center (VAMC) at the Department of Veterans Affairs (VA).The primary purpose of the Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.
Duties
The primary purpose of this position is to serve as a mid-level trainee in Group Practice Management. The incumbent is given a variety of developmental assignments in order to broaden skills and provide experience for progressively more complex assignments. The incumbent continues to gain experience and to develop their knowledge, skill and abilities through the completion of more complex assignments and the exercise of increasing authority and responsibility.
The incumbent will gradually assume all the duties and responsibilities of those described in the full performance position description for the Supervisory Health System Specialist - Group Practice Manager, GS-0671-13 PD 01795-0. The incumbent will receive guidance and training with the expectation of functioning at the full performance level GS-13.
The incumbent will work under limited supervision and as the incumbent progresses the amount of supervision will decrease.
Develop, implement, and monitor a facility level plan for sustainment and continuous improvement. Present continuous improvement plans to leadership, noting resource implications of recommendations. Analyze and interpret complex data. Research and prepare comprehensive reports.
Ensure the timely review, analysis, and adjustment of marketing strategies, plans, and programs with the marketing office to meet the organization's needs and the changing market conditions.
Provide administrative management for ambulatory care clinical support services. This may include interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues.
Identify and provide necessary management development and training needs of key staff members.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024.
Time-In-Grade Requirement GS-12: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Routinely displays courteous and respectful behavior to all customers.
Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA police.
Provides advice that is timely, responsive and accurate.
Keeps supervisor and/or team leader informed of difficult and/or controversial issues and unique problems.
Takes action to effectively solve problems before they have an adverse impact on the organization or other employees.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work
Assign work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees
Evaluate work performance of subordinates
Give advice, counsel, or instructions to employees on work and administrative matters
Interview candidates for subordinate positions, recommend appointments, promotions and reassignments
Hear and resolve complaints, refer group grievances and serious, unresolved complaints to a higher level
Effect minor disciplinary measures and recommend action for more serious cases
Identify and arrange for developmental and training needs
Find ways to improve production and increase the quality of work
Develop performance standards

Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Pentad Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle.
The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
Work is typically performed in an adequately lighted and climate-controlled office. The employee may require occasional travel.
