You will serve as a PRODUCTION CONTROLLER (HULL) in the Hull Planning Branch (TRF-427) of the Maintenance Planning Division (TRF-420), Planning Department (TRF-400) of TRIREFFAC KINGS BAY.
Duties
You will serve as a Production Controller planning corrective, preventative maintenance and alterations associated with complex submarine hull/structural systems, subsystems, and components.
You will keep the Planning Supervisor, shop supervisors, and project teams appraised of any change in material status, material delays, and work to ensure the timely and effective material/service procurement supports the scheduled refit period.
You will utilize available resources to research material requirements, material availability and to provide cost estimates to aid in the procurement and/or substitution of material for long lead time, obsolete, or unavailable materials.
You will utilize various computer systems, software programs and internet/online, databases to enable effective refit planning and material requisitioning.
You will contact outside activities/agencies when material requirements are not supported by the supply system.
You will identify sources for procurement of NSN items via open purchase, and solicit vendor material estimates and price quotes for contractor services and material requisitions.
You will prepare and track requisitions, statements of work (SOW), Sole Source/Urgency requests and other documentation required to support contracting for material requisitions and/or vendor services.
Requirements

- The incumbent may be assigned to any shift. He/shell will be expected to occasionally continue beyond the regular shift and work week as necessary.
- You will be required to obtain and maintain a current IT-II Level designation certification.
- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear or utilize hard hats, protective eye/hearing devices and safety shoes on a routine basis.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may occasionally be required to travel for ship checks, technical meetings, conferences, training, and off-station refits or projects.
- This is a bargaining unit position.
- The incumbent as a Departmental Accountable Official is required to sign and have on file DD 577.
- Temporary promotions may be extended up to 5 years at the discretion of management and in accordance with applicable regulations.
- Temporary actions taken under this announcement may be made permanent without further competition.
Qualifications
To Qualify for GS-10:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating the acquisitions of difficult to obtain material;
Utilizing NAVSUPWSS item manager, Naval Supply Systems Command (NAVSUPP) and Defense Logistics Agency (DLA) to obtain required materials;
Conducting research of technical information and specifications during planner preparation of work package Material Lists;
Utilizing available resources to research material requirements, material availability and to provide material cost estimates and to aid in the procurements of required materials;
Soliciting vendor material estimates and price quotes for contractor services and material requisitions;
Preparing and/or tracking requisitions, statements of work (SOW), Sole Source/Urgency request and other documentation required to support contracting for material requisitions and/or vendor services;
Utilizing various computer systems, software programs and internet/online databases required accomplishing duties to enable effective refit planning and material requisitioning;
Coordinating and interfacing with shop supervisors and project teams to ensure the timely and effective material/service procurement supports the scheduled refit period; and
Communicating effectively, orally and/or in writing with contacts from inside and outside of the employing agency.
To Qualify for GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Tracking all critical material requirements and all long lead-time material procurement's;
Monitoring progress of both internal and external suppliers and follow up to ensure project schedule needs are met;
Identifying obsolete or unavailable materials;
Researching and/or making recommendations regarding technical resolution and/or substitution of material;
Contacting outside activities/agencies as required when material requirements are not supported by the supply system;
Identifying sources for procurement of NSN items via open purchase;
Accessing and using various computer systems, software programs and internet/online databases required accomplishing duties to enable effective refit planning and material requisitioning;
Keeping the applicable Planning Supervisor appraised of any change in material status, material delays, and work to resolve part inventory shortage; and
Communicating effectively, orally and/or in writing with contacts from inside and outside of the employing agency.
