The National Heart, Lung, and Blood Institute (NHLBI) is looking for a Supervisory Workforce Development Specialist. This position is located in the Workforce Development Branch, Office of Workforce Development and Support (OWDS), National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH).
Duties
The Supervisory Workforce Development Specialist duties may include, but are not limited to the following:
Provide supervision to the Branch staff responsible for promoting a high-performing workforce, identifying and closing skills gaps, implementing and maintaining programs to attract, acquire, develop, promote, and retain quality and diverse talent within the Institute.
Provide advice, guidance, and consultation to senior NHLBI management officials on workforce development plans, programs, strategies, and initiatives that drive strategic priorities and optimize organizational performance.
Oversee career development, training, and leadership development programs, to include the identification and fulfillment of critical learning and development needs across the Institute.
Manage the Performance Management Appraisal Program (PMAP) for NHLBI.
Supervise the Branch staff in managing employee retention programs and activities, such as student loan repayment, academic degree support, and skills retraining activities.
Participates in monitoring and evaluating NHLBI workforce development and human capital management strategies, policies, programs, and activities to promote and enhance organizational performance.
Coordinate and integrates workforce development programs with other NHLBI organizations and programs.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing workforce development programs and initiatives; managing career development and training programs; coordinating workforce development programs with other staff and organizations; and providing supervision and direction to staff of an organization.
