The Financial Systems Manager serves as Chief Financial System Branch (FISB), Division of Financial Management (DFM), Office of Budget, Finance, and Award Management (BFA), and National Science Foundation (NSF). The Branch Chief is responsible for the program management of iTRAK, NSF's core financial system.

Duties

As a Financial Systems Manager, you will perform the following duties: Provides management oversight for financial system activities throughout the Foundation affecting (or affected by) the broad range of DFM financial and business functions. Provides senior advisory support to the DFM Division Director and Deputy in such broad areas as financial system strategies, IT budgets, IT communications, financial IT solutions and IT business process re-engineering. Identifies critical financial systems and IT issues impacting NSF and presents alternatives including recommended solutions. Develops strategies and plans for the implementation of the approved solutions. Leads the compliance program for NSF's financial system internal controls. Ensures NSF maintains FEDRAMP status and all applicable Statement of Standards for Attestation Engagements (SSAE) 18 are conducted to demonstrate both the financial system service provider and NSF have the appropriate controls in place. Ensures substantial compliance of the financial system with government-wide legislative and policy requirements for OMB Circular A-123, FFMIA and FISMA. Works collaboratively to solve financial system impacts of new initiatives, appropriations, and OMB direction. Manages the planning, development and execution of data and technology products such as dashboards, Robotic Process Automation "bots", and data querying tools and utilities. Participates in implementing FASAB, OMB and Treasury accounting standards for NSF's financial system and financial reporting. Works with other NSF offices to ensure an understanding of financial system requirements and changes and leads the implementation of financial systems enhancements and improvements.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in federal service in financial systems, IT program management, financial management, data and analytics, automation, and internal systems controls. Examples of specialized experience include: managing a federal financial management system, oversight of a multi-million dollar IT budget, developing and managing integration solutions with business systems, expertise in internal systems control policy such as A-123 Appendix D and FISMA, and managing the full scope of system development lifecycle activities. Selective Placement Factors Experience with one of the 3 major federal financial commercial-off-the-shelf (COTS) systems - Oracle Federal Financials, SAP, or Momentum and related system-supported business processes - procure to pay, record to report, budget execution, etc. Experience with managing the software development lifecycle of a mission-critical system, including requirements development, operations and maintenance, enhancements, and release management. Experience conducting evaluations of federal financial systems' internal controls, security policies and requirements (e.g. FISMA, FEDRAMP, and A-123 Appendix D ). Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
