The incumbent oversees the social work MSW health professional trainee program, social work staff development and education as well as quality measures and metrics for the service line. The Quality Management and Education (QM/E) Coordinator is responsible for the overall implementation and day-to-day operations of the social work program goals and measures as delegated by the Chief, Social Work Service.

Duties

Major duties include: Provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. Serves as a member on, and works in coordination with, the Social Work Professional Practice Council (SWPPC). Initiates and conducts a variety of program or service audits and complete designated clinical practice audits and reports, including productivity assessments. Oversees program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing, and implementing ideas for improvement and evaluating efficacy of improvement efforts. Implements and oversees professional social work practice to include but not limited to Clinical Ongoing Professional Practice Evaluation and Focused Professional Practice Evaluation. Updates and audits Scopes of Practice and/or privileging and licensure for medical center social work staff Maintains separate Scopes of Practice or privileging records for all licensed independent practitioners (LIPs) and reports to Chief, Social Work Service and Social Work Professional Practice Council (SWPPC) regularly on statuses, etc. Develops and implements information systems to track educational activities including CEUs, education funds, and/or funding. Applies for continuing education units for facility sponsored workshops and trainings. Stays updated and updates staff regularly on professional practice changes, evidenced bases practices, relevant research, and policies and laws governing social work licensure. Acts as the liaison with professional licensing boards regarding the provision of clinical supervision and is responsible for keeping clinical supervisory staff advised of all changes in supervisory regulations. Interfaces with local and national social work professional standards and licensing boards regarding any disciplinary or reportable actions as appropriate. Coordinates and works with the Designated Education Officer, Office of academic Affiliations, National Social Work Graduate Education committee, local, VISN and national entities in recruiting, onboarding, offboarding and efforts to train future employees. Oversees the provision of clinical supervision to all social work staff seeking independent clinical licensure. Provides required licensing board training to staff providing clinical supervision and serve as the consultant for clinical supervisors throughout the facility. Collects aggregate data on an ongoing basis in order to report and discuss trends with the Chief, Social Work Service. Prepares the necessary reports to reflect such trends and changes for the Chief and Social Work Service Quality Management Committee, of which the incumbent is the Co-Chair with the Chief, Social Work Service. Ensures ongoing peer review processes are in place and performed timely and consistently tracks and reports data to social work leadership. Collaborates with Education/Training Coordinator to ensure professional development objectives and learning needs are met. Participates in Social Work Professional Practice Council whose tasks include defining and reviewing professional social work practice standards, ensuring compliance with VHA and state social work standards of practice and requirements, and identifying and providing mechanisms for social work quality improvement and monitoring. Utilizes data, research, and metric measures to address program and process improvement needs in programs supervised and make recommendations and guide administrative practice. Participates in and leads/co-leads project activities and process improvement projects in the hospital and will be expected to complete the Yellow Belt process improvement within two years of the assignment to position at SAVAHCS. Serves as mentor, including in new employee orientation. Provides LCSW supervision as needed. Serves as Field Instructor to MSW student(s), manages their time in VATAS, and works directly with Task Supervisors to guide their placements. Maintains effective professional working relationships with medical center staff, subject matter experts, Veteran's support systems, leadership, and community agencies in the provision of safe, appropriate, effective, patient-centered, timely, efficient, and equitable care and services. implements evidence-base care guidelines in the care of the patient, as available and applicable to the practice setting and/or patient population served. Uses social work models of intervention appropriate to the unique needs of each patient and maintain competence in case management and health and human service delivery. Qualifications

Basic Requirements Citizenship: Citizen of the United States. Licensure: Candidate must be licensed or certified by a state at the advanced practice level, and must be able to provide supervision for licensure. Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work. Grandfathering Provision. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. II-G39-4 September 10, 2019 VA HANDBOOK 5005/120 PART II APPENDIX G39 All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS 0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. Preferred Experience: Experience developing and providing training and experience providing supervision for Master of Social Work (MSW) interns or social workers seeking clinical licensure preferred. Grade Determinations: GS-12 Social Worker (Program Coordinator): In addition to the basic requirements, applicants must have at least one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition to the experience above, candidates must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Physical Requirements: Physical demands of the work include sitting, standing, walking, standing, lifting, bending, stooping, climbing stairs, and carrying light items such as papers, books, or other supplies. The incumbent uses a computer and standard office equipment to complete tasks.
