This position is located in the Non-appropriated Fund (NAF) Regional Business Office. The incumbent is responsible for performing a full range of accounting and budgeting duties in a supervisory capacity. This position is to assist the Budget/Accounting Manager in the administration and supervision of the day-to-day operation of the Budget/Accounting Branch that supports all Fleet and Family Readiness (FFR) Programs located at Naval installations in the Southwest United States Region.
Duties
Directs, supervises, and coordinates full range of accounting services, which includes accounts receivable, accounts payable, sales audit, journal and accrual vouchers, month-end financial statements and the reconciliation of subsidiary ledgers to corresponding general ledger accounts.
Assists the Budget/Accounting Manager in the preparation and review of financial statements, bank statement reconciliation, budget submissions, budget tracking, and the day-to-day operation of the Budget/Accounting Branch. The incumbent analyzes, classifies, adjusts, and/or records transactions. Responsible for recording all bank deposits in an accurate and timely manner.
Processes Unit Allocation funds, maintains sub-ledgers and provides balances to Navy Region Southwest Units.
Prepares, maintains, and updates major and minor property records in an automated system. Ensures description, serial and identification numbers, history and locations of items are reconciled with physical inventory controls. Extends, verifies, and summarizes inventories.
To improve efficiency in the Budget/Accounting Branch, the incumbent coordinates with the Data Processing Branch for the training of accounting personnel on automated financial/payroll systems. Recommends staffing levels and provides training and supervision within the Budget/Accounting Branch. Informs staff of required operational policies and changes. Evaluates performance of subordinates and recommends disciplinary actions. Ensures compliance with established safety and security policies.
Verifies purchase orders and invoices with checks prior to effecting payment to vendors. Ensures that the accounts receivable and accounts payable ledgers are reconciled. Responsible for the maintenance, security, and safety of all fiscal records.
Carries out EEO policies and communicates support of these policies to subordinates. Assures quality in determining selections, assignments, training, promotions, details, qualifications, discipline and awards to employees. Cooperates and participates fully in the development of an EEO affirmative action plan and efforts regarding staffing, motivation and training for all employees.
Ensures that minorities and women are considered for training opportunities and are also nominated/appointed to boards and committees. Coordinates efforts with EEO officials during the development of these policies.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Qualifications
The incumbent is required to have knowledge and understanding of double entry accrual accounting systems.
Knowledge of budget preparation.
Must be able to analyze financial statements, understand the structure of accounting, perform adjusting entries and reconcile subsidiary ledgers to general ledger accounts.
Must have the ability to motivate, train, and work effectively with subordinates and to communicate effectively with others.
Must be able to follow verbal and written instructions and to maintain reports, records, and files.
