This position is responsible and oversees the Budgeting and Accounting Branch of the Non-appropriated Fund (NAF) Regional Business Office and provides support to all Fleet and Family Readiness (FFR) programs within Navy Region Southwest (NRSW). The incumbent's primary responsibilities are to provide quality and efficient services in the areas of NAF budgeting, accounting, property management, and travel to MWR, CYP and FFSP programs.

Duties

Advises and assists the NAF Support Services Director in all financial matters. Incumbent assists in the development, implementation, and execution of an overall budget of approximately $178 million dollars which support FFR programs in the Southwest Region. Directs, coordinates and maintains an automated system of NAF financial services, which includes accounting, budgeting, travel, and property management for all FFR programs. Interprets financial results and ensures effective controls of financial resources. Reviews, analyzes, evaluates, and reports on financial data. Advises, develops, coordinates and carries out financial policies, procedures and plans to assist both installation/facility and regional level program managers. Works in conjunction with FFR IT personnel to ensure the operational reliability and accuracy of data management associated with all FFR point-of-sale (POS) and accounting systems of record containing the following: accounts payable and receivable, resale inventory, fixed asset inventory, minor property control, daily activity reports, general ledgers, general journal entries, journal vouchers, accrual journal vouchers, subsidiary ledgers, operating statements, payroll, daily financial summaries, balance sheets, preliminary P&Ls, month-end documents, receipts, distribution of amenities and supplies, reconciliation of appropriate subsidiary ledgers to balance sheet accounts on a monthly basis, etc. Reviews payments of services and goods in accordance with standard accounting procedures, as well as ensuring compliance with guidelines established by higher authority. Incumbent prepares monthly Profit and Loss (P&L) and quarterly reports as required by law or regulation (i.e. month-end inventory documents). Oversees disbursement of Non-appropriated funds for payment of liabilities incurred by FFR program operations while conducting business. Incumbent ensures all discount incentives offered by industry are taken and that the fund's "cash flow" is sufficient to sustain business and handle any unforeseen setbacks. Works closely with Commander, Navy Installations Command (CNIC) points of contact to provide smooth functioning point-of-sale (POS) systems. Routinely assesses processes to ensure that the POS systems are operating effectively and provides input and recommendations on how to improve these processes. Additionally, promptly tracks complaints from field managers, ascertains their validity, and takes appropriate action to correct them when justified. Provides installation and region management with guidance and assistance in any financial matters. A philosophy of customer service will routinely be displayed by the incumbent and his/her staff. Training of field employees in good accounting and financial practices will likewise be of paramount importance. Incumbent works closely with all levels of operational managers to ensure that they meet or surpass pre-established budget goals and objectives. Acts as the individual responsible for interfacing with the Regional NAF Support Services Director and MWR Program Manager in preparing, coordinating, tracking, and monitoring APF in the MWR budgets. As directed by the NAF Support Services Director, works with the Comptroller Office and his/her staff to ensure the proper execution of the APF budgets in the MWR program. Assists installation and region management in determining levels of APF support required to successfully administer the program. Actively supports and assists MWR Directors in presenting and justifying budget requirements to the Regional NAF Support Services Director. Responsible for ensuring that the Uniform Funding and Management (UFM) program for MWR Non-appropriated funds is operated and managed in accordance with Commander, Navy Installation Command (CNIC) UFM Policy and Implementation Procedures. Submits the proper documentation to the Comptroller's Office for authorized APF support reimbursement for payroll, consumables, repair maintenance, capital expenditures as well as equipment and minor contraction projects. Actively supports and assists installation and region management in presenting and justifying budget requirements to the Regional NAF Support Services Director. Responsible for the security and maintenance of all records, reports, files, and information dealing with the financial conditions of the funds within the incumbent's purview. Responsible for meeting deadlines in preparing and submitting accurate financial reports through FFR systems to CNIC and other higher authorities. Directly supervises one (1) to two (2) Accounting Specialist Supervisory employees and indirectly supervises a staff of approximately twenty-eight (28) Accounting Technicians (Full Charge Bookkeepers) at the Regional Business Office. Responsible for training, supervising, scheduling and evaluating all employees within the branch.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Incumbent must have a comprehensive knowledge of financial management, including skills in double entry accounting, budgeting for Non-appropriated Funds, as well as a basic understanding of the fund budget process. A professional knowledge of Generally Accepted Accounting Principles (GAAP), including theories and methods and techniques employed in today's business world. In addition, the successful applicant must have a first-hand, in-depth knowledge of the Navy's Non-appropriated Fund system. Must have the ability to independently and successfully reconcile and/or resolve complex NAF accounting issues. The position requires the ability to understand and deal with diverse levels and types of business problems and management philosophies. To accomplish this, the successful applicant must possess good human resource skills that allow him/her to resolve such problems effectively. Good verbal and written communications skills are required. 4Incumbent serves as the technical expert to the Regional FFR Program Director and Managers as well as the Regional NAF Support Services Director. Must be able to apply sound, independent reasoning to complex issues and accurately communicate with the appropriate level manager. Knowledge of both manual and automated accounting procedures is required to support all regional FFR field activities when preparing and finalizing documentation forwarded to higher authority. Knowledge of management charts, including an understanding of the causes and effects of underlying statistics, is required. An understanding of the computer environment, including the various accounting and Point-of-Sale (POS) software and systems that are currently available to financial managers, is also required. Basic knowledge of personnel management practices under the Non-appropriated Fund system is required.
