This vacancy is for a Business and Industry Specialist in the Bureau of Industry and Security, Office of Information and Communications Technology and Services (OICTS) within the Department of Commerce.
Duties
As a Business and Industry Specialist, you will perform the following duties:
Regularly and independently assume responsibility for higher complex program management or analytical work addressing critical issues or mission objectives.
Perform complex business and industry program management regulatory and associated functions which address mission elements critical to agency priorities and objectives.
Develop and implement significant new program strategies.
Analyze key business and industry policy questions and contribute to significant agency decisions, policy recommendations and positions.
Represent the agency authoritatively to key government and business officials and organizations.
Plan and manage delivery of major, high-priority products and services which are central to agency objectives.
These duties are described at the GS-12 full performance level; the GS-9 and GS-11 are developmental levels leading to such performance.
This Job Opportunity Announcement may be used to fill other Business and Industry Specialist, GS-1101-9/11/12, Full Performance Level (FPL) GS-12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-9 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as:
Assisting in conducting studies of work processes and procedures to increase the efficiency of an organization;
Assisting with reviewing data for accuracy and modifying incorrect, incomplete, or inaccurate data;
Assisting in reviewing reports to ensure compliance with organizational rules and regulations; and
Assisting in researching and/or analyzing business/industry, financial and related data.
OR
SUBSTITUTION OF EDUCATION: a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: a combination of the required experience and education for this grade level.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:
Conducting studies of work processes and procedures to increase the efficiency of an organization;
Reviewing data for accuracy and modifying incorrect, incomplete, or inaccurate data;
Reviewing reports to ensure compliance with organizational rules and regulations; and
Researching and analyzing business/industry, financial and related data.
OR
SUBSTITUTION OF EDUCATION: a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M, if related;
OR
COMBINATION OF EDUCATION AND EXPERIENCE: a combination of the required experience and education for this grade level.
To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Leading studies of work processes and procedures to increase the efficiency of an organization;
Interpreting business/industry program information;
Providing reports that ensure compliance with organizational rules and regulations; and
Conducting data/statistical analysis of business/industry, financial and related data.
