The Assistant Nurse Manager of the Patient Care Coordination Unit (PCCU) in Medical Service will join an advanced team that provides a wide range of complex services to the following eight specialties: Cardiology, Endocrinology, Gastroenterology, Infectious Disease, Hematology/Oncology, Nephrology, Pulmonary and Rheumatology.
Duties
Under the direction of the Assistant Chief of Medical Service and Unit Nurse Manager (NM), the Assistant Nurse Manager will be responsible for providing clinical direction to the nursing staff throughout the department. The Assistant Nurse Manager will assist department leadership with various program implementations, personnel management, staff education/training and evaluations, and performance improvement initiatives of the service line in accordance with organizational goals. The Assistant Nurse Manager will be expected to keep abreast and stay familiar with the national scheduling and transplant guidelines and hold the nursing team accountable to these directives. The Assistant Nurse Manager will assist with PCCU day-to-day operations, management, oversight of clinical and resource utilization, patient throughput, quality assessment, improvement, and patient/staff satisfaction.
Responsible for the day-to-day managerial functions of the nurses within the Medical Service PCCU, under the direction of the Nurse Manager. Includes interviewing and hiring; counseling employees and follow through of the disciplinary process, with appropriate documentation, in accordance with VA guidelines; completing performance appraisals in a timely manner; assuring continuous coverage of specialty sections and assisting with maintaining competencies.
Effectively oversees unit operations in the absence of the NM.
Develop, manage, and evaluate area based on work team performance. Demonstrates effective leadership and understands processes, procedures, standards, methods, and technologies related to surgical service.
Act as clinical leader and facilitates education for staff on clinical standards; routinely provides guidance/coaching to subordinates/peers within medical specialties. Encourages growth of subordinates to the benefit of the agency.
Assures that staff documentation is accurate and complete following the guidance of Directive 1230 Business Scheduling Rules.
Consistently demonstrates sound judgment in conflict resolution skills and in daily decisions regarding overall unit operations.
Actively encourages staff participation in performance-based outcome measures.
Continuously evaluates standards of care and makes recommendations to improve compliance.
Assures that all staff members complete mandatory TMS training and assists NM in certifying staff competencies.
Supports shared governance principles by encouraging shared decision-making.
Maintains staff confidentiality.
Assists the Nurse Manager in providing an open forum for staff to discuss ethical issues and facilitates problem resolution through appropriate channels.
Empowers staff, under direction of the Nurse Manager, to resolve problems and complaints/concerns independently at the lowest level.
Demonstrates positive communication skills and behaviors that promote cooperation and teamwork with internal and external customers.
Recognizes "best practices" in customer service; and uses customer feedback to continuously plan, provide, and improve services.
Utilizes evidence-based practice to assist the Nurse Manager in implementing SOP's and performance improvement projects.
Uses knowledge and demonstrates leadership in using available resources (services, equipment, and supplies) in collaboration with other departments and Nurse Managers to improve quality of patient care.
Travel to secondary facility as needed for supervisor/administrative duties.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Experience working with Medical Service specialties in the last 5 years.
Previous leadership experience as an Assistant Nurse Manager, Nurse Manager, program manager, etc.
Strong communication skills, time management skills and computer skills.
Competent with fundamentals of database management to include, but not limited to: CTM, CPRS, Microsoft Office programs and MS TEAMS.
Experience with care coordination.
5 or more years of consecutive nursing experience with current BLS
Intermediate computer skills with working knowledge of Microsoft Office Programs (Word, Excel, PowerPoint, Outlook, Teams)
Bachelor's degree preferred
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements:
Incumbent must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements include visual acuity, keen hearing, clear distinctive speech, and manual dexterity. May involve potentially long periods of lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. Transferring patients and objects may be required. Safe patient handling equipment is provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive, sit and/or ride in GSA-vehicles for long periods of time. In-direct patient care work is mostly sedentary. Typically the employee sits comfortably to complete the work. However, there may be some walking, standing, bending and carrying of light items such as patient records and supplies. In-direct care staff may be assigned to work in direct care areas as needed.
