Duties

If you are ready to showcase your legal expertise and experience in the development, implementation and optimization of electronic systems and tools that ensure legal compliance with trademark laws and promote timely and high-quality examination, then we are excited for you to join our senior team as the Trademark IT Legal Administrator for Examination Systems. This position is located within the Office of the Deputy Commissioner for Trademark Operations. The Office is charged with the legal examination of applications and documents filed for the registration and maintenance of trademarks pursuant to the Trademark Act and several international treaties. As the Trademark IT Legal Administrator for Examination Systems (Senior Administrator for Legal Exam Systems), your colleagues will comprise of highly skilled team members with expertise in trademark law, business, data and project management, and IT, working together to ensure that our electronic examination systems are timely developed and improved to support evolving law and policy, efficient workflow, high quality service and IT resilience. This vital role is ideal for you if you are interested in: Applying trademark law and practice to the end-to-end examination of trademark applications and maintenance filings. Addressing and coordinating the legal policy requirements for internal electronic systems content and development. Studying workflows and processes with the aim of improved efficiency, quality and customer service, including leading exercises in business process optimization. Informing the development of adaptable, intuitive, user-friendly, accessible electronic tools and systems for a wide range of employees. Anticipating and preparing for workflow and process changes ahead of modifications in law and policy, including recommending solutions within budget constraints. Partnering with cross-agency experts and teams to support resiliency in IT systems. Advising Trademark executives, senior IT specialists and Agency leaders on trademark examination related IT project planning investment decisions that support business IT priorities and sound stewardship of agency resources. Making data-driven decisions to improve operational efficiency and promote outcomes that align with the organization's goals and objectives. Developing legal policy IT-related facets of strategic plans. Collaborating with a variety of employee groups on system content and technical updates, enhancements, and future development. Engaging with external IP Offices and Organizations regarding examination related IT resources. Requirements

  • You must be a U.S. Citizen or a National.
  • Required to pass a background investigation and fingerprint check.
  • Must be registered for Selective Service, if applicable (www.sss.gov) if applicable.
  • Financial Disclosure Report (OGE-278) will be required upon appointment and annually.
  • You may be required to serve a two-year probationary period.

Qualifications

To meet the minimum requirements for this position, candidates must demonstrate their experience in their narrative responses to the Professional Technical Qualifications (PTQs) questions and all narrative responses must be fully supported within their resume. *Applicants must use the USA Jobs text boxes to submit their narrative responses to the PTQs. Do not write "see resume" or "see attached documents". Each PTQ has a 10,000-character limit (to include spaces) that must be adhered to. Uploaded documents addressing the PTQs will not be accepted. Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications set forth below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For the following four PTQs you are required to submit a narrative response addressing your specific knowledge, skills, and abilities that demonstrate your possession of these qualifications. The Professional Technical Qualifications for this position are: Demonstrated in-depth knowledge and experience providing expert guidance and recommendations of examination systems and tools as related to or influenced by advanced trademark legal policy, IT principles and methodologies to senior management officials. Demonstrated ability to identify new initiatives or opportunities that leverage existing resources and infuse emerging technologies to enable the transformation (development and evolution) of Trademark examination related systems. Demonstrated experience coordinating, collaborating, and liaising with IT groups in organization, including Trademark administration and OCIO, in reviewing plans for systems development projects (from design to support) to assure that they reflect a sound understanding of business requirements for Trademark Operations. Demonstrated experience providing legal and policy advice to Trademark Management and internal stakeholders on issues relating to the application of examination systems and tools.

Education

Candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree; and must be an active member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
