Duties
You will serve as Cost Analyst providing a full range of cost estimating and analysis services.
You will implement and maintain cost estimating and analysis common standards.
You will develop and present quality reviews of life cycle cost estimating and analysis for complex weapons systems.
You will develop cost databases and research products.
You will develop a cost risk analysis on each estimate and express cost as a probability distribution.
You will develop cost estimates for studies that include multiple weapons configuration options.
You will combine completed estimates using formats that facilitate selection of optimal system architectures.
You will choose appropriate Weapon System cost estimating methodologies using analogies, parametric (Cost Estimating Relationships (CERs) using linear and
nonlinear regression techniques), engineering build up, and extrapolation from actuals.
You will prepare technical reports documenting the cost estimating methodologies and cost data source documentation.
You will interface with program management, Earned Value Management personnel, engineers, business operations personnel, test engineers, and logisticians to ensure the estimate reflects current program content.
You will independently develop and maintain cost models capable of providing credible cost estimates across the life cycle of their program.
You will independently develop Work Breakdown Structures, data collection plans, Contract Data Requirements Lists, Data Item Descriptions, and cost reporting award fee criteria for all new contracts and, whenever possible, existing contracts.
You will independently choose appropriate cost estimating and analysis methodologies.
You will independently develop Independent Government Estimates (IGEs) and assist in the development and review of Cost Analysis Requirement Descriptions (CARDs).
You will develop and maintain a Joint Cost Model with the Lead Service(s) to support the MDA transition of systems and develop the cost estimates presented in resource baselines for the Baseline Execution Reviews and BMDS Accountability Report (BAR)
You will archive cost reports in the DOC library, obtain monthly Contract Performance Reports, and annual Cost and Software Data Reports.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing a full range of cost estimating and analysis services to research, analyze, or assist on complex problems for a weapons system.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in operations research.
OR
Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
