Duties: Applies social science, quantitative methods, and operations research analysis to the various phases of operational targeting, specifically data manipulation for network development, analysis, and modeling as well as visualization and communication of results, course of action recommendations, and effects assessments. Prepares, produces, and delivers timely, relevant, and technically accurate targeting products including the respective objectives; assumptions; methodology; sources along with the uses of data, results, impacts, effects, and recommendations. Explores, develops, evaluates and/or operationalize new technologies and capabilities often involving highly complex methodologies and models.

In order to qualify for this position you must meet the basic education and/or specialized experience requirements. For DR-I: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level in the Federal service or equivalent in other pay systems that equipped me with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of this position, and that is in or related to the position to be filled. Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled. Examples of specialized experience include experience applying systems thinking concepts and techniques; structured analysis principles; life cycle management concepts; and cost- benefit analysis, AND experience applying quantitative and qualitative analysis and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of work operations. This definition of specialized experience is typical of work performed at the DR-1/GS-07/9/11 broadband position in the federal service. For DR-II: Your resume must demonstrate at least one year of specialized experience at or equivalent to DR-II/GS-12/13 level in the Federal service or equivalent in other pay systems that equipped me with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of this position, and that is in or related to the position to be filled. Specialized experience should include comprehensive knowledge and mastery of advanced scientific design and development principles, methods and practices in identifying, formulating, evaluating, nurturing and promoting the generation and exchange of new theories, concepts, principles, methods, applications, and practices. Candidates should also display mastery in applying systems thinking concepts and techniques; structured analysis principles; life cycle management concepts; and cost- benefit analysis methods sufficient to evaluate the feasibility of proposed new development projects and the mission, operations and programs of customer organizations. This definition of specialized experience is typical of work performed at the DR-II/GS-12/13 broadband position in the federal service. Other Desired Qualifications (The following will be used to help rate and rank eligible candidates.): Significant knowledge of national security issues, including political, economic, social and military issues, trends, organizations, regions, and/or sectors of interest. Expertise, knowledge, and skill at applying, social science research theories, methods, practices, and tools for the purposes of analyses, research, development, modeling, and/or technical advancements to meet operational production requirements to include courses of actions and other recommendations. Specialized knowledge in the social sciences, as well as knowledge in political science, international commerce operations, business processes, finance, and/or economics. Ability to analyze information and make correct inferences or draw accurate conclusions; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives; and make recommendations to include the ability to apply analysis to the various phases of the joint targeting cycle in support of customer objectives in order to develop courses of action and recommendations. Knowledge of and ability to research, format, verify, and appropriately leverage data to include that available within the Intelligence Community and InterAgency to perform complex analyses and utilize associated software tools to include the ability to define requirements for data and information, methodology advancements, and analytical tools for the purposes of conducting analysis, modeling, and/or technical advancements. Ability to clearly and concisely communicate to a variety of audiences in both oral and written formats. Recognize and use correct grammar, punctuation, and spelling; write in proper military and nonmilitary formats to meet informational needs; communicate information in a succinct and organized manner; and produce technical written information. Ability to effectively express information (e.g., ideas, facts) to individuals and/or groups, adapting to the target audience, as well as the nature of the information (e.g., technical, sensitive, controversial); present clear and convincing oral presentations; attend to verbal/ nonverbal communication, and respond accordingly.
