This position is part of the Defense Human Resources Activity. The incumbent will be responsible for drafting reports, policy reviews, initiative analyses, and recommendations for the Defense LREC Program equities related to DoD and the Intelligence Community (IC) foreign language capability management. Develop metric data visualization to help operators, managers, and senior leaders understand effectiveness and efficiencies of foreign language programs.
Duties
As a PROGRAM ANALYST (INTELLIGENCE FOREIGN LANGUAGE) at the GS-0343-12/13/14 some of your typical work assignments may include:
The incumbent is recognized throughout the Department as a technical authority and subject matter expert (SME) for language analyst matters to include the following.
Prepare draft reports, policy reviews, initiative analyses, and recommendations for the Defense LREC Program equities related to DoD and the Intelligence Community (IC) foreign language capability management.
Develop metric data visualization to help operators, managers, and senior leaders understand effectiveness and efficiencies of foreign language programs.
Develop methodology to prioritize the world languages in accordance with National and Defense strategies and Defense Intelligence interests.
Conduct data collection assembly and conduct analyses of data drawn from multiple sources and at multiple classification levels to prepare reports, briefings, and staff updates. Generate action recommendations for senior decision maker consideration.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
1. Provided support with creating requirement determination, program management, training, acquisition, pay, and contracting within the Defense Community Language, Regional Expertise, and Culture (LREC) program.
2. Draft comprehensive reports, studies and other staff action papers documenting identified problems, evaluating alternative solutions, justifying conclusions, and recommending courses of action for matters related to the development, integration, and execution of Intel LREC programs and capabilities.
3. Coordinates developed solutions for language development, language delivery, and national language standards and advise management on all language issues. OR
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
1. Created requirements determination, program management, training, acquisition, pay, and contracting within the Defense Language, Regional Expertise, and Culture (LREC) program.
2. Prepare comprehensive reports, studies and other staff action papers documenting identified problems, evaluating alternative solutions, justifying conclusions, and recommending courses of action for matters related to the development, integration, and execution of Intel LREC programs and capabilities.
3. Assisted with developing solutions for language development, language delivery, and national language standards and advise upper leadership on all language issues. OR
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
1. Identify and define requirements determination, program management, training, acquisition, pay, and contracting within the Defense Language, Regional Expertise, and Culture (LREC) program.
2. Prepare comprehensive reports, studies and other staff action papers documenting identified problems, evaluating alternative solutions, justifying conclusions, and recommending courses of action for matters related to the development, integration, and execution of Intel LREC programs and capabilities.
3. Develop solutions for language development, language delivery, and national language standards and advise Director on all language issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
