This position is located within the Veterans Health Administration Central Office (VHACO), Office of the Assistant Under Secretary for Health for Operations (AUSHO) and serves as the Director of Correspondence. The Director of Correspondence (Writer Editor) is responsible for establishing and developing procedures to ensure the successful oversight and distribution of controversial correspondence in support of the VHA correspondence management system.

Duties

The position is responsible for ensuring timely review and orderly presentation of correspondence prepared for signature or concurrence of the Secretary, Under Secretary for Health and Deputy Under Secretary for Health, Chief Operating Officer and Assistant Under Secretary for Health for Operations. The incumbent plans and manages the correspondence workload, directs staff activities, establishes production goals, priorities, and work schedules. In addition, the incumbent reviews and uses feedback from surveys to implement new processes to streamline the process. Conducts a substantive review of correspondence prepared in the Department for signature of the Secretary, the Under Secretary for Health and the Principal Deputy Under Secretary for Health. Reviews, writes, edits, correspondence for completeness, accuracy, tone, clarity, and compliance with established policy. Ensures that the appropriate services and Program Offices have had the opportunity to review, concur, comment, and that necessary back up data has been provided. Questions originators as required to gain information necessary to determine if the responses are adequate and proper. Keeps informed of issues in assigned program areas. Verifies the accuracy of information collected and developed by research and interviews with subject-matter specialists and program officials. Develops, analyzes, and selects appropriate information; composes program summaries, overviews, status reports and presents the information in a form and at a level suitable for the intended audience. Prepares and edits a variety of materials such as memoranda, congressional responses, reports to Congress, notes, and other associated with a broad spectrum of program areas and to ensure responses are factual and in compliance with policy and specific desires of the agency. Work Schedule: Monday-Friday, 08:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Verifies the accuracy of information collected and developed by research and interviews with subject-matter specialists and program officials; develops, analyzes, and selects appropriate information; composes program summaries, overviews, status reports and presents the information in a form and at a level suitable for the intended audience; prepares and edits a variety of materials such as memoranda, congressional responses, reports to Congress, notes, and other associated with a broad spectrum of program areas and to ensure responses are factual and in compliance with policy and specific desires of the agency and serve as a technical expert, conducting editorial reviews, revising executive and congressional correspondence, publishing correspondence manuals, and providing virtual training. Preferred Experience: High level correspondence and technical recommendations for improvements on communication submissions. Tracking of correspondence and documents, supporting the mission of AUSH Offices, or other high-level operations. Collaboration and coordination with SMEs to ensure proper edits, recommendations, etc. are in line with policy and regulations. Organizes work to meet priorities, provides education and training, along with technical guidance to stakeholders/customers to ensure consistent submission of formal correspondence. You will be rated on the following Competencies for this position: Planning and Evaluating Product Evaluation Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature. No special physical demands are required to perform the work.
