Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Strategic Resources (OSR), Marine Minerals Division (MMD) in Sterling, Virginia.
At the full performance level, GS-12 the major duties of this position include, but are not limited to the following:
Ingests, creates, processes, maintains, secures, uses, and archives data to bring value to BOEM decision making and improve business outcomes.
Assists in and supports formulation, development, and implementation, and practices technical applications of BOEM's data and support the Marine Minerals Program MMP (e.g., scientists, business users) data needs.
Serves as data analyst to support and assist with solving tangible business problems, manipulating data using tools like Structured Query Language (SQL), R or Python computer programming languages, visualization software and statistical analysis.
Uses experience and/or graduate level education in data and marine sciences, and relevant methods and analytical techniques, to perform specialized analyses, or participate in or support leasing and research related to the Marine Minerals Program (MMP).
Analyzes, interprets, and supports data solutions that enable BOEM to make effective use of data in business decisioning.
Assists in preparing content for documents, Departmental and Bureau correspondence, and briefing materials supporting marine minerals or environmental matters, including those related to decisions, public or stakeholder inquiries, and or congressional requests.
Applies procedures and works jointly to improve the conduct of data use, processing, findability, accessibility, interoperability and reusability related to the MMP and advance data stewardship of mineral or environmental resources.
Collaborates with scientists, data stewards, and analysts to identify and close gaps on marine minerals problems; devise creative data collection strategies to fill marine minerals gaps.
The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-9: $68,405 - $88,926 per annum
GS-11: $82,764 - $107,590 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.

(1) Basic Educational Requirements:
To be eligible for this position, you must meet either A or B below for the series to which you are applying.
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
Physical Science Series, 1301:
Individual Occupational Requirements
(1) Basic Educational Requirements:
To be eligible for this position, you must meet either A or B below for the series to which you are applying.
Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
-AND-
In addition to meeting the Basic Educational Qualification requirements, applicants must have either A. Specialized Experience or B. Education (directly related) or C. Combination of Education and Experience to qualify for the grade to which you are applying.
A. Specialized Experience:
GS-9
To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to at least the GS-7 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Performing data preprocessing, including data cleaning, normalization, and standardization; AND
Reviewing, analyzing, and providing information from multiple systems and sources to prepare data reports: AND
Reading, interpreting, modifying and executing basic scripts.

Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
-OR-
Combination of education and experience: A combination of successfully completed graduate education and specialized experience equivalent to the GS-7 level that totals 100% of the requirement for this grade level.
GS-11
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Analyzing and interpreting data modeling, algorithms, and coding data requirements; AND
Writing basic scripts to normalize, manipulate and enrich datasets; AND
Using data tools and techniques to process datasets into structured formats for matching, analysis, or estimation.

Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Combination of education and experience: A combination of education and experience that totals 100% of the requirement for this grade level. Note: Only graduate level education in excess of 36 semester hours may be applied toward the combination at this grade level.
