DIRECT HIRE AUTHORITY: This position is being filled through the Office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
THIS IS A TERM POSITION NOT TO EXCEED 3 YEARS BUT MAY BE EXTENDED UP TO 4 YEARS DEPENDING UPON OFFICE NEED.
Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs, Environment Branch for Renewable Energy. This position is for one vacancy and will either be filled in Sterling, Virginia or filled virtually.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Prepare and review programmatic and project-specific environmental impact analyses related to potential impacts on physical resources (e.g., air quality and onshore, coastal and marine water quality) from proposed offshore renewable energy activities and facilities.
2. Ensure BOEM's compliance with requirements of the Clean Air Act, Clean Water Act, the Water Quality Standards Regulation, and State Implementation Plans (SIPs) of the Atlantic states and assess applicants' compliance with applicable laws and regulations and propose changes to policy.
3. Prepare air and water quality impact level determinations for offshore renewable energy activities and facilities.
4. Coordinate with multiple parties and stakeholders, including the Environmental Protection Agency (EPA) Headquarters and Regional Offices, and state and local air and water pollution control agencies.
5. Work independently and also as member of an inter-disciplinary environmental team to prepare NEPA and other environmental documents.
6. Identify areas where information must be developed by either agency research or contract studies. In the case of contract studies, be responsible for preparing preliminary study specifications, reviewing study progress, and may serve as Contracting Officer's Representative and on Technical Evaluation Proposal Evaluation Committees.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of day(s) per pay period with supervisor permission.
Salary Information
GS-11: $82,764.00 to $107,590.00 per annum.
GS-12: $99,200.00 to $128,956.00 per annum.
If you are selected for a virtual location, your pay will be set for the location in which you live.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet both the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
SUBMISSION OF TRANSCRIPTS IS REQUIRED.
(2) Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) analyzing documents related to physical resources; and
2) having familiarity with the Clean Water Act or the Clean Air Act; and
3) assisting in the preparation or review of scientific and technical analyses or reports related to physical resources.

Applicants may substitute education for specialized experience at the GS-11 level if they meet the below criteria:
Ph. D. or equivalent doctoral degree or
Three (3) full of progressively higher level graduate education leading to such a degree or
LL.M., if related

Combination of Education and Experience:: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) analyzing documents related to physical resources; and
2) preparing documents to ensure compliance with the Clean Air Act or Clean Water Act; and
3) planning, coordinating, implementing, or evaluating of research related to physical resources.
