About the Position: The incumbent serves as a library technician in the Ike Skelton Combined Arms Research Library. NOTE: This position may be filled at either grade level. If filled at the GS-5 grade, the selectee may be noncompetitively promoted to the full performance level upon completion of the experience and time-in-grade requirements.

Duties

The duties for the GS-5 level are the same as the target grade, but performed under more than normal supervision. As a Library Technician at the circulation desk, you will perform the following duties (this list is not all-inclusive): Performs the more difficult registration, circulation, over-dues or loans of materials requiring experience in the application of established circulation procedures and practices. Provides ready reference services to library customers by locating required information using standard library reference tools, passing more difficult requests to the appropriate staff member. Explains library policy and regulations to patrons and instructs them in the use of library materials and equipment. Monitors microform, audiovisual, photocopies, and other machines available for public use, to include performing routine maintenance functions, paper loading, checking equipment malfunctions and monitoring faulty machines for maintenance. Plans publicity brochures, social media content, newspaper releases and displays, to expand awareness of library services and special events in the community and enhance use of resources. Assists librarians with the planning, preparation, and implementation of various children’s and community library events to include Weekly Story Times, the Summer Reading Program and other events throughout the year.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The incumbent must be able to obtain and maintain a valid Secret security clearance.
  • Incumbent must be able to work irregular hours of duty to include evenings, weekends, and holidays.
  • Incumbent may be required to work overtime.
  • Incumbent must be able to obtain and maintain a valid driver's license.
  • A pre-employment physical examination is required prior to entry on duty and annually thereafter.
  • This position has a lifting requirement of up to 30 lbs., pushing 50 lbs. Position also requires reaching bending, and stooping.

For the GS-5 Grade Level: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes: (1) performing shelf maintenance and shelving of library materials; (2) providing customer service; and (3) using a variety of automated systems to input and update information. -OR- Education: Successful completion of four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. (Note: You must attach a copy of your transcripts.) One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (NOTE: You must attach a copy of your transcripts). -OR- Combination of Experience or Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours earned minus 60) by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You MUST submit copies of all your transcripts.) For the GS-6 Grade Level: Specialized Experience: One year of specialized experience which includes experience coordinating and/or planning children's library programs and/or marketing events; utilizing automated computer systems and assisting customers and/or team members with routine inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). -OR- Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Library Science Information Science. (NOTE: You must attach a copy of ALL of your transcripts for verification). -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. (NOTE: You must attach a copy of ALL of your transcripts for verification.) You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailCommunicationsCustomer Service (Clerical/Technical)Technical Credibility Time in Grade (TIG) Requirement: TIG for the GS-05 Grade Level: Candidates may be advanced without time restriction to positions up to GS-05 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
