The incumbent assists in developing specialized reports concerning commodity and ocean freight utilization, while working through various specialized procurement and program management systems, including the Web-based Supply Chain Management (WBSCM) System, the grant management system, and the Food Aid Information Systems (FAIS).
This position is in the bargaining unit.
Duties
The duties described are for the full-performance level.
The duties may include but are not limited to: responsible for receiving and tracking commodity loss claims for the Food for Progress and McGovern-Dole programs.
Prepares monthly and ad hoc processed and bulk commodities and freight solicitations by reviewing program participants’ requests for commodities.
Evaluates options for implementing food assistance programs and makes recommendations for implementing new operational procedures or changing and improving procedures under existing programs.
Keeps abreast of the impact on development of food assistance program commodity and freight cost estimates by participating in Branch, Division, Agency and inter-agency meetings.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT:
FOR THE GS-09 LEVEL: Applicants must have one year (52 weeks) of specialized experience specialized experience equivalent to the at least the GS-07 level; or its non-federal equivalent that included experience: furnishes ocean freight rates estimates and commodity price estimates for the preparation of cost estimates for draft agreements with participants; develops and maintains Excel spreadsheets that monitor individual agreements; performs research of costs and efficiencies of the monetization of donated U.S. commodities; maintains operational guidelines to implement mandated food assistance programs.

Successful completion of a Master's or equivalent graduate degree.
OR
Two full years of progressively higher- level graduate education leading to such a degree.
OR
LL.B. or J.D., if related.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
