You will serve as a Supervisory Heavyweight Torpedo Assistant Program Manager (APM) in the Undersea Weapons Program Office of PEO UNDERSEA WARFARE SYSTEMS.
Duties
You will serve as a Supervisory Heavyweight Torpedo APM in PMS 404, Undersea Weapons Program Office.
You will prepare high dollar value weapon system production contract actions including efforts required to solicit and award production contracts including SBIR efforts.
You will perform as a COR on one or more heavy torpedo production contracts.
You will develop and justify budgets to support torpedo requirements.
You will coordinate heavyweight production efforts with the PMS 404 International Programs branch in support of numerous multi-million dollar FMS requirements.
You will manage the execution of development or production programs and contracts and provide oversight and direction to a multi-functional team including team members at Naval Undersea Warfare Center (NUWC) Newport and NUWC Keyport.
You will supervise a team of Heavyweight Production engineers including mid- and end of year evaluations via the Acquisition Demo employee evaluation system.
You will Co-Chair System Engineering Technical Reviews (SETR) with the SEA05C Technical Warrant Holder for design changes to the Heavyweight Torpedoes.
You will conduct a number of SETR reviews (IBR, SSR, SFR, PDR, CDR, TRR, PRR) for both software and hardware changes.
You will provide training, direction, and oversight to project managers for technical evaluation reports required for programs under their cognizance.
You will Chair the Technical evaluation for the Source Selection Evaluation Boards on competitive source selections.
You will oversee Government and Contractor Engineering Change Proposal (ECP) and Waiver/Deviation/Variance development, review and approval process for all products under his management.
You will review technical issues with production, and provide recommendations for the course of actions to correct the issues.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer overseeing or managing engineering projects to support ship or undersea weapon programs.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
