You will serve as a Financial Management Analyst in the Supply Dept, Budget Division of CWG-SIX. You will work in an entry level/developmental capacity performing assignments and completing on-the-job and formal training related to a variety of duties associated with analyzing, advising, processing and recording of financial documentation and data. You will accomplish assignments requiring in-depth knowledge of financial principles, practices, procedures, and techniques.

Duties

You will carry out specific assignments regarding routine tasks in the collection and analysis of financial data necessary to complete budget formulation data calls and budget execution exhibits. You will review and enter financial data in the Command Financial Management System(CFMS) and Standard Accounting, Budgeting, and Reporting System (SABRS). You will utilize a basic knowledge of financial management systems to assist in maintaining financial accounts, both labor and non-labor; and manage all assigned obligation documents, ensuring they are properly entered into CFMS and SABRS. You will serve as the Command Financial Defense Travel Administrator (FDTA), responsible for loading, monitoring and updating as necessary the funding levels in the Defense Travel System (DTS) for the funded organizations. You will serve as the Command Lead Defense Travel Administrator (LDTA), establishing and maintaining within DTS the organizational structures, routing lists within each organizational structure, and the personal profiles of the individual travelers. You will serve as the primary administrator at the command for Standard Labor Data Collection and Distribution Application (SLDCADA), the means for managing and tracking payroll timekeeping at the command. You will be primary administrator for Defense Civilian Payroll System (DCPS) at the command, for all payroll related questions, and work with Defense Finance and Accounting Service (DFAS) to resolve payroll concerns.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Collecting, analyzing, advising, reviewing, processing, and recording of financial data and documentation in financial management systems including a Command Financial Management System (CFMS) and Standard Accounting, Budgeting, and Reporting System (SABRS); 2) Providing travel advice to the command through knowledge and utilization of Joint Travel Regulations (JTR)/Joint Federal Travel Regulations (JFTR), and other instruction, directives, and policies pertaining to the Defense Travel System (DTS); 3) Developing guides/standard operating procedures to train others in DTS; 4) Inputting and/or assisting with civilian payroll and timekeeping data, using the Standard Labor Data Collection and Distribution Application (SLDCADA), Defense Civilian Payroll System (DCPS), and Defense Finance and Accounting Service (DFAS); 5) Interpreting and applying guidance to a variety of financial transactions in order to resolve a wide range of issues. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree
OR
Possession of an LL.M., if related to this position
