You will serve as a GG-0501-14 Supervisory Financial Management Analyst at Fort Meade, MD. As the CWG-SIX Resource Manager and N8 Department Head, you will be responsible for directing and overseeing Financial Management, Procurement/Contracts, Budget, and Accounting for six subordinate activities and an overseas detachment.

Duties

You will perform administrative and management tasks and supervise directly or through subordinate supervisors the work of the Resource Management department within the command. You will act as the Command's Program of Memorandum (POM) coordinator and consolidator for Non-manpower submissions for all CWG-6 directorates and subordinates. You will direct and/or perform continuing program execution review, analysis, and appraisal of the major operation and support programs within the organization. You will advise, justify, defend, and brief financial resource strategies and status to senior leadership. You will promulgate and implement financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources to achieve the mission of the organization. You will conduct management evaluations of issues of financial consequence found in audit reports, budget reviews, etc., and recommend alternatives for corrective action. You will oversee and supervise subordinate supervisors within the department that are responsible for financial management and ensure the time and attendance for civilian and contractor personnel.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • This is a Financial Management Level 3 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timeframes.
  • Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Serve as the principal advisor and technical expert to leadership on budget, accounting, and financial management policy and procedures. 2. Identify, validate, and justify requirements in accordance with established directives and guidance. 3. Provide oversight regarding financial policies and law, funds distribution, fund control, accounting policy and procedures, budget development, budget execution, financial analysis, and financial reporting. 4. Analyze financial reports to determine the relationship between the programmed and executed budgets and the effectiveness of the organization's plan.
