Duties
This position is located in the Management Directorate (MD) Acquisition Management Section (AMS) of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, AMS provides a wide range of services, guidance, and responsible stewardship of resources that help attorneys Division-wide in support of an investigation or case.
As a Supervisory Contract Specialist (AMS Chief), responsibilities of this position will include, but are not limited to:
Serving as the procurement technical advisor to top-level managers and advising customers and stakeholders about the complex and highly specialized procurement requirements for hardware, software, and services in support of the Division's mission, to ensure timely and accurate planning of acquisition objectives.
Directing and evaluating the full cycle of Division-wide procurement requirements, including contract negotiation, execution, management, monitoring, and termination.
Providing guidance and direction on strategic procurement methods, assessing operations and schedules to ensure that requirements are being accomplished as scheduled and that objectives are being achieved in the most efficient, expeditious, and economical manner.
Reviewing, evaluating, and providing specific guidance concerning contracting policies and procedures relative to a broad spectrum of acquisition issues; and interpreting policy and regulations in consonance with established Federal, Department and Division objectives, resolving conflicts and coordinating work with others at all levels, both internally and externally.
Establishing procedures and preparing documentation for both internal processes and administrative controls, and ensuring that records, obligations, and costs are following applicable laws and funds, and other assets are safeguarded against waste, loss and unauthorized use or misappropriation which supports sound and reliable financial reporting.
Directing the work of staff members in establishing priorities and work schedules post-award activities of acquisition/contracting.
Establishing overall program policies, providing guidelines for developing operational priorities, and delegating operational program responsibility to subordinate staff.
Establishing guidelines and performance expectations for staff members communicated through the formal employee performance management system. Observing staff members' performance, providing feedback, and evaluating employee performance. Resolving informal complaints and grievances. Developing work improvement plans and initiating personnel actions. Effecting disciplinary measures as appropriate to the authority delegated in this area. Assuring that subordinates are trained and equipped to handle designated responsibilities. Reviewing and approving or disapproving leave requests.
Performing other duties as assigned.

Qualifications
All applicants must meet all three of the requirements listed below in order to qualify for this position. Applicants who provide documentation for the Basic Requirement exception must meet the specialized experience and certification requirements as identified below in order to qualify for this position.
1) Basic Requirements:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Note: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.
Exception: Applicants in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Applicants who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, applicants must meet specialized experience requirements when seeking another position.
AND
2) SPECIALIZED EXPERIENCE: In addition to meeting the basic entry level qualification requirements, applicants must have at least one year of Specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Overseeing contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout;
Providing expert consultation services to Management concerning acquisition planning, development, and progress;
Managing, planning, directing and coordinating the work of staff;
Developing and implementing policy and procedures;
Coordinating and applying advice and guidance from areas of expertise, such as technical departments, legal counsel, audit, and subordinate activities to lead negotiations and contract actions; and
Performing procurement planning and identifying goods and services to be acquired by contract.
SELECTIVE PLACEMENT FACTOR: :In addition to the qualification requirements, candidates must meet the following selective placement factor requirement and submit a copy of their current contracting certification. Selective factors are knowledge, skills, abilities, or special qualifications, that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform
Note: There is no substitution of education, or combination of experience and education, to meet the specialized experience requirement.

3) Federal Acquisition Certification in Contracting (FAC-C) Requirement:
Applicants must hold, at minimum, a current FAC-C level II in order to qualify for this position. Federal employees currently certified at Levels I, II, or III of the legacy FAC-C program will automatically be certified in the FAC-C (Professional).Documentation of certification MUST be included as part of application submission. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met. OR

C. On January 1, 2000, held a position in the Federal service in the GS-1102 Contract Specialist series and have continually held this occupational series since January 1, 2000. (
