You will serve as the Lead General Engineer or Lead Physical Scientist in the Undersea Systems Assessment and Acquisition Division of the Test and Evaluation Department at the Naval Undersea Warfare Center Division, Keyport (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will be responsible for applying simulation and stimulation technologies and providing performance analysis and assessment to support the Test and Evaluation of Undersea Warfare. You will serve as the recognized Acoustic Operations, Test and Analysis Branch research expert, knowledgeable engineering and science advisor and representative in interpreting and applying science and engineering principles and requirements. You will be responsible for technology requires expert level knowledge of testing and underwater acoustic and vibration analysis, test, measurement, and transducer technologies and theory as well as extensive understanding of system technologies. You will be the principal advisor for Research and Development and Science and Technology developments, policy, and organization for the Branch. You will be responsible for defining and implementing qualification and certification requirements for the acoustic and vibration group. You will provide leadership, technology awareness, and creativity that fosters relationships required to advocate for innovation and research. You will lead and manage strategic technology direction to meet current and emerging warfighter requirements. You will ensure that the organization’s research and development strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services You will prepare reports and maintain records of work accomplishments, administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor. You will represent the team consensus and convey the team’s findings and recommendations in meetings and dealings with other team leaders, program officials, the public and other customers on issues related to objectives, work products and/or tasks. You will estimate and report to the team on progress in meeting milestones and deadlines for completion of assignments, projects, and tasks, and ensure that all team members are aware of and participate in planning. You will lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures). You will develop and/or employ strategies and approaches of high performing research and development organizations and be able to apply them to the Department’s mission. You will lead strategic planning approaches, principles, and practices, employment of strategic planning skills at the department, division and branch level, and participation in and support of Keyport strategic planning. You will be required to present at conferences and gain insight into the latest and greatest technologies to help influence our internal investments and stewardship of existing capabilities. You will utilize state-of-the-art acoustic and vibration measurement and analysis techniques, tools, and test sets to analyze test requirements and provide performance assessments of systems under test. You will be required to anticipate the implications that probable simulation technology changes will have on system performance measurement for USW acquisition programs and develops appropriate plans and proposals in response. You will be responsible for mentoring both engineers and technicians in support of underwater acoustics and vibration testing and measurement sciences. You will conduct regular technical training discussions and ensure technical work is performed to the latest industry standards and latest policy or performance specifications.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a profession engineer or physical scientist leading or overseeing a team in basic research, applied research, and advanced technology development and prototyping with a focus on underwater acoustics and Test and Evaluation. Applicants must possess:

0801 - A. Professional Engineering Series - Degree: Have completed a full 4-year course of study in an accredited college or university leading to a professional engineering degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science of physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.

0801 - B. Professional Engineering Series - Substitution of Education/Experience: A combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-In-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in 1. A above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
