This position is located within the US Property & Fiscal Office (USPFO) at Camp Mabry, Austin, TX. The purpose of this position is to provide management oversight and guidance to the budget formulation and execution process.

Duties

As a BUDGET ANALYST (TITLE 5) with the Texas Military Department, your duties will include, but will not be limited to: Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives. Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Provides technical budgetary advice and assistance to federal and state agencies as requested. Independently develops and implements guidelines and policies as well as management controls for effective budget execution. Performs other duties as assigned.

To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: Specialized Experience: At least 24 months of finance budget experiences and competencies that provided knowledge of financial National Guard principles and procedures. Must possess an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related OR A combination of the education and experience listed above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. Only experience and/or education gained by closing date of this position will be considered.

Education

Education at the graduate level: must be in an accredited college or university in the amounts shown below meets the requirements for positions at GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher level graduate education leading to such a degree
  • LL.M., if related
Must have specific course work that meets the requirements for a major in a particular field(s), the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

Must have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
