This position is located within the J48 at Camp Mabry, Austin, TX and performs routine budget analysis functions in assigned areas. Work may be performed in any segment of the normal range of budget administration work performed by the organization including budget formulation, budget presentation-enactment, or budget execution.
Duties
As a BUDGET ANALYST (TITLE 5) with the Texas Army National Guard, your duties will include, but will not be limited to:
Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds.
Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller.
Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives.
Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy.
Provides technical budgetary advice and assistance to federal and state agencies as requested.
Independently develops and implements guidelines and policies as well as management controls for effective budget execution..
Performs other duties as assigned.

Qualifications

To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:
Specialized Experience: At least 24 months of finance budget experiences and competencies that provided knowledge of financial National Guard principles and procedures. I have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. I have experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

Education
Must have a high school diploma or general education development (GED) diploma. An undergraduate degree and/or a post graduate degree from an accredited college/university in finance; -or- in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.
