Duties
Serving as a Lead Contract Compliance Specialist GS-1101-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Resources Management Branch (RMG), Firearms Division (FAD), Core Training Operations (CTO) Directorate under the Office of the Associate Director for Training Ops (TOPS) and located at Glynco, Georgia.
The primary purpose of this position is to provide leadership and expert assistance to other Contract Compliance Specialists in the planning, management control, administration and quality assurance functions of assigned on-going service contracts. Typical duties include:
Ensuring that FLETC's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, work products and services.
Coaching the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Providing expert technical advice, policy direction, coordination, evaluation and management support for assigned contracts.
Providing liaison between contractor, FLETC functional activities, partnering organizations, other government agencies and industry, and the Contracting Officer (CO) to identify methods for improvement to enhance customer service and successful completion of contracts.
Furnishing technical and quality assurance administrative advice to CO and technical staff to assure compliance with policies and regulations.
Ensuring that the terms and conditions of the contract are carried out and that the interests of the government are protected at all times.
Requirements

- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
- Bargaining Unit: This is a bargaining unit covered position.
- Must possess and maintain a valid state issued driver's license to conduct official government business.
- You must possess and maintain a Federal Acquisition Certification - Contracting Officer Representative (FAC-COR) Level III certification; or have the requisite training/experience to obtain certification.
- You will need to set up direct deposit so we can pay you.
- This position is Emergency Essential required to sustain operations under all conditions and/or to ensure Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- This position is eligible for situational-only telework based on agency policy.
- Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
- Occasional travel may be required.
- Overtime may be required.

Specialized Experience:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Conducting reviews of the full range of contracts, contracting plans, and contract changes for propriety of acquisitions methods, contract types, and documentation; 2) Analyzing procurement regulations to explain contract requirements to contracting personnel, contractors, and reviewing officials; 3) Applying contractual performance requirements, technical data, regulations, and guidelines to remedy performance problems; and 4) Ensuring customer needs are appropriately and efficiently met through contract services.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
