You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) In the STENNIS SATELLITE OFFICE of FLEET HRO NORFOLK.

Duties

You will plan, develop, and administer a comprehensive employee and labor relations program for service commands. You will advise all levels of management on labor and employee relations matters through individual contracts, conferences/meetings, and training sessions. You will serve as the primary interface with labor unions regarding representing employees. You will recommend contract language and serve as a member of and/or advise management negotiating teams during negotiations. You will provide liaison with labor relations staff at the Office of Civilian Human Resource (OCHR) Operations Center in all matters concerning serviced activities before the Federal Labor Relations Authority (FLRA). You will advise management officials at all levels on disciplinary and performance matters that my lead to corrective action to include adverse actions. You will manage performance management program and work with command Federal Employee Compensation Act (FECA) coordinator and staffing specialist on medical-related issues. You will advise management and employees on leave and compensation issues. You will provide training to supervisors and management on covered programs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying labor relations theories, concepts, practices, laws, rules, regulations, precedents, and procedures to perform a variety of difficult and complex assignments. Experience applying EEO principles and precedent and provide representation and effect viable settlements during ADR that meet legal/regulatory requirements. Experience providing guidance and advice to management on difficult aspects of negotiated agreement implementation and application. Experience performing and guiding others in the negotiation of labor agreements. Experience working calmly and effectively in sensitive, stress-producing situations. Experience establishing and maintaining effective relationships with and gain the cooperation of employees, supervisors, managers, and union officials. Experience in written and oral communication sufficient to preparing and presenting findings and recommendations relevant to difficult and controversial issues, to develop and present third party cases, and to develop and providing training and/or preparing Labor/Employee Relations related instructions and guidance. Experience using Word, PowerPoint, Excel, Access, and HR data Systems (e.g. TWMS, DCPDS, etc.) sufficient to work effectively and without assistance within those systems to accomplish labor/employee relations work.
