This position is located in the Small Business Administration, Performance Planning and CFO in Washington, D.C. The incumbent oversees PMD staff in the development of strategic planning, performance management, and program and project management products and processes through production schedules.

Duties

Overseeing the preparation of the Agency's performance based budgets and plans (Annual Performance Plan, OMB Budget and Performance Submission, Congressional Budget Justification). Providing consulting services to Agency program managers to develop strategies, metrics, and targets to provide accountability of Agency resources. Building Agency capacity for program and project management using tools, best practices, annual assessments of projects, programs, and portfolios. Overseeing the preparation of the Agency's performance and financial reports (Annual Performance Report, Agency Financial Report, Summary of Performance and Financial Information), quarterly reporting on Agency Priority Goals, and developing the Agency's annual organizational assessment. Overseeing the preparation of the Agency's Strategic Plan and corresponding mission, goal, and objective frameworks. Developing and coordinating the Agency Priority Goals in alignment with the Administrator's priorities and Cross-Agency Priority Goals in alignment with the President's Management Agenda.

Requirements

  • You must be a U.S. Citizen.
  • You must be a current SBA career/conditional competitive service employee.
  • You must successfully complete a background investigation.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period.

Qualifications

GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: 1. Managing large-scale program performance for small business or economic development programs; and 2. Applying performance measures and metrics in accordance with regulations; and 3. Leading multi-stakeholder teams to plan, develop, and improve Federal programs. Your resume must clearly describe your relevant experience. You will receive credit for all qualifying experience, including volunteer experience.
