The incumbent serves as the Business Manager for the Specialty Care product line. The Specialty Care product line is comprised of an administrative office and 12 subspecialty sections, providing care to veterans throughout the entire state of Arkansas, as well as bordering portions of adjacent states. He/she has final administrative decision-making authority, responsibility and accountability for all administrative issues affecting the Specialty Care product line.
Duties
Successful allocation of funds among varied programs of the product line is extremely complex and requires thorough study of each individual program component's needs, goals, and customer demands.
Managerial and decision-making responsibilities directly impact on major programs of the organization, the effectiveness of the Medical Center in accomplishing its mission.
Maintains all contracting documents, along with being the final approving authority for all equipment and service purchases.
Gives advice, counsel, or guidance to employees on both work and administrative matters.
Work Schedule: Monday to Friday 08:00am - 04:30pm (subject to change depending on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing internal instructions, operating policies, protocols, and Specialty Care (Medicine/Neurology) Product Line procedural guidelines; preparing budgeting and financial management for the service, including budget formulation, presentation, and execution, financial management, and financial reporting; developing both long and short range policies and objective for the Specialty Care (Medicine/Neurology) product line; and performing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance management, leave administration, training, disciplinary actions, and labor relations. This experience must be supported by your resume to be creditable.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required (e.g., walking, standing, bending or stooping). Typically, the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required.
