About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. .
Duties
Oversee operation and modification of the telephone and NIPR/SIPR/VoIP/VoSIP network architectures.
Coordinates all ASI’S expected to be traffic-affecting outages.
Provide input for Lifecycle Management, C4IM standard level of service and IT Metrics programs to provide voice and data network connectivity services to the installation.
Develop network management operating procedures and policies.
Oversee configuration and integration of voice and data networking components in the development/fielding of IP telephony systems.
Analyze networking equipment and software, copper, and fiber optic cables reliability and utilization reports for large, complex equipment and software systems
Identify and correct problem areas and to establish telecommunications performance levels.
Provide advice and assistance to IT Planners for routine Internal Cable Distribution System (ICDS)/ Cable Distribution System (CDS)/Protective Distribution System (PDS) upgrades and Military Construction Army (MCA) projects.
Performs technical and analytical work related to the development, operation and
improvement of communications systems and procedures.
Establish test criteria and data for interoperability to ensure all program modules and outputs for assigned project are tested for completeness and accuracy.
Prepare system documentation for complex assignments in accordance with agency, major command, and local standards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must obtain and maintain at a minimum a Secret Security Clearance based on a Tier 3 Background Investigation. Failure to do so may result in separation for the efficiency of the Federal Service.
- This position is required to have a Computing Environment Certification or Training.
- This position requires a certification or training as a Network Administrator (NA) or a System Administrator (SA) dependent upon the equipment administered.
- The supervisor will determine the required certification or training. The incumbent is required to complete this within nine months.
- Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- May be required to perform 24 x 7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements.
- Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
- Employee is required to drive a Government Owned Vehicle (GOV) to transport self, others, and/or equipment as needed.
- The employee must possess and maintain a valid state driver's license, and any installation, DOD and/or Federal license or certification required for the type of vehicle operated. Must complete the Army Accident-Avoidance Course.
- This position may be designated mission essential.
- Employee may be required to remain on duty or report for duty during severe weather or other installation closings.
- May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.

To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
To qualify based on your experience, your resume must clearly describe the following quality experience:
operating network, data and/or voice systems; installing, configuring, and troubleshooting network and application server hardware, software or network equipment; and recommending upgrades of network operations to upper management.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
