The Office of Division Counsel, Large Business and International (LB&I) is headquartered in Washington, DC and has five Area Counsels located in Manhattan, NY; Philadelphia, PA; Chicago, IL; Dallas, TX; and San Francisco, CA. Each Area Counsel is responsible for legal work within a defined geographic group. Large Business and International provides legal services to the LB&I Division of the Internal Revenue Service. LB&I taxpayers are corporations, subchapter S corporations, and partnerships with substantial assets. LB&I works with complicated issues of tax law and accounting principles in the context of an expanding global environment. LB&I employs over 340 attorneys nationwide, who provide a full range of legal services on all issues, including advising LB&I compliance agents, handling litigation in the U.S. Tax Court, and referring and recommending litigation to the Department of Justice.
The Office of Division Counsel, Small Business/Self-Employed (SB/SE) is made up of approximately 500 trial attorneys, paralegals, and leaders charged with representing the Commissioner in the vast majority of cases before the United States Tax Court (over 30,000 cases in 2015). SBSE takes its mission of representing the Commissioner and our nation very seriously every time we appear before a judge. SB/SE supports the client every step of the way from providing advice on a specific case to the largest agency-wide initiatives. SB/SE advises and assists the client in many ways, including legislative and guidance proposals, enforcement projects, the development and delivery of training, crafting questions for witness interviews, drafting summonses, and review of documents. SB/SE works on a wide variety of issues, from corporations, S corporations, LLCs, LLPs, estates, and partnerships with assets less than 10 million dollars, to those involving individuals filing Schedules C, E, F, and Form 2106. SB/SE also works on employment tax issues, Affordable Care Act (ACA) issues, all aspects of collection, penalties and interest, Bank Secrecy Act (BSA), Reports of Foreign Financial Accounts (FBAR), Foreign Account Tax Compliance Act (FATCA), and most international issues faced by individual taxpayers.
