This position is part of the Office of Science - Consolidated Service Center, Department of Energy. As a Realty Specialist, you will be responsible for acquisition, utilization, management and disposal of all real property and interests therein under the auspices of the Office of Science (SC). As a Certified Realty Specialist, the incumbent plans, coordinates, and administers realty transactions for SC and associated contractors.

Duties

As a Realty Specialist, you will: Analyze and evaluate proposed acquisitions and disposals; and advise appropriate personnel on adequacy of actions, alternative options and of impact on SC and outside entities (i.e., Federal agencies, State and local governments and the general public) that will result from such action. Exercise delegated authority as a certified official with authority to execute agreements such as deeds, permits, licenses, easements, use agreements, grants, rights-of-entry, memorandums of agreement, and memorandums of understanding. Independently develops and prepares leases, easements, licenses, and special use permits and submits completed projects for appropriate coordination with Headquarters (HQ) officials. Analyze and evaluate requests to acquire land for the future economic development of communities located near DOE property holdings. Review and make recommendations on the real property management practices of SC contractors through on-site reviews, processing of transactions and desk reviews of contractor procedures.

Requirements

  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position has been designated as Critical-Sensitive and requires a security clearance at the Tier 5. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • This position is included in a Bargaining Unit.
  • This position is included in the Department of Energy's Acquisition Career Management Program. The selectee will be required to meet specific certification requirements within 18 months from the date of placement in the position.
  • The incumbent must be able to obtain and maintain a Certified Realty Specialist (CRS) Level I certification.
  • The incumbent must be able to achieve FAC-CRS III certification.
  • Occasional travel is required.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following: Evaluating and negotiating complex commercial and governmental lease agreements. Developing and preparing leases, easements, licenses, and special use permits. Resolving real property related issues while ensuring compliance with the lease specifications, environmental or regulatory requirements, other contractual terms and conditions. SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following: Preparing a wide variety of realty instruments to include fee simple deeds, easements, licenses, permits, invitation for offers, and lease-purchase agreements. Negotiating with land owners or land management agencies and analyzing land titles and supporting documents to acquire or dispose of land; and obtaining land or land use rights through fee, easement, or withdrawal. Determining appropriate expenditure of funds for land acquisition; ensuring landowners receive authorized benefits in accordance with public law and developing and maintaining partnerships with organizations regarding land acquisition interests. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
