This position is part of the Office of Science - Consolidated Service Center, Department of Energy. As a Realty Specialist, you will be responsible for acquisition, utilization, management and disposal of all real property and interests therein under the auspices of the Office of Science (SC). As a Certified Realty Specialist, the incumbent plans, coordinates, and administers realty transactions for SC and associated contractors.

  • Obtain and maintain a Q security clearance. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position requires the incumbent to obtain a Federal Real Estate Contracting Warrant within 24 months of hire date.
  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • The incumbent must be able to achieve FAC-CRS III certification within 18 months.
  • Occasional travel is required.
  • This position is covered under a collective bargaining agreement.
  • This position is remote restricted. The incumbent is required to live within a 50 miles radius the DOE office.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following: Preparing a wide variety of realty instruments to include fee simple deeds, easements, licenses, permits, invitation for offers, and lease -purchase agreements. Negotiating with land owners or land management agencies and analyzing land titles and supporting documents to acquire or dispose of land; and obtaining land or land use rights through fee, easement, or withdrawal. Determining appropriate expenditure of funds for Federal land acquisition; ensuring landowners receive authorized benefits in accordance with public law and developing and maintaining partnerships with non-governmental organizations and government sectors regarding land acquisition interests. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
