This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Intimate Partner Violence Assistance Program Coordinator (IPVAP-C) develops and implements the Intimate Partner Violence Assistance Program (IPVAP) and ensures compliance and collaboration with local facility and VA Central Office IPVAP initiatives. Duties will include: I PVAP-C provides clinical evidence-based services including assessments and interventions; program development; Veteran, family, caregiver, and staff education; community outreach; resource development; program evaluation; continuous quality improvement activities; and consultation. The incumbent develops effective partnerships with local, state, and federal agencies as well as non-governmental organizations. The incumbent is responsible for clinical and administrative programming and operations; developing policies and procedures for program operation; preparing reports and statistics for facility, VISN, and national use. The incumbent is responsible for the program's budget and funding sources. The incumbent manages the use of program data for oversight and evaluation. The incumbent establishes partnerships with facility departments, programs, committees, and workgroups such as the Disruptive Behavior Committee, Employee Assistance Program, and Occupational Health regarding services for employees who may experience and/or use IPV. The incumbent administers information and analytical systems to evaluate and enhance the quality of services provided to Veterans, families, caregivers, and VA employees impacted by IPV. The incumbent develops and implements information systems to track service activities including visits, referrals, demographics, and outcomes. The Incumbent develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent participates in direct Veteran, family, caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and appropriate interventions. The incumbent advises and collaborates with interdisciplinary teams throughout the medical center on matters of IPV; creates educational tools, develops programs, and implements training focused on specific IPV needs and issues; provides education and in-service training to employees, Veterans, families, caregivers, and community partners; provides ongoing consultation and support to colleagues regarding IPV assistance; develops and facilitates support groups (face-to-face or video-teleconference) and educational programs; and distributes educational materials provided by VA, local, state, and national domestic violence and IPV organizations. The incumbent conducts Veteran, family, caregiver, and VA employee interventions to facilitate the identification of IPV , psychiatric illness, emotional distress, and social needs. Professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with clients. The incumbent provides referrals to VA medical and mental health programs and other VA services including VA benefits, as well as community-based social services, and non-VA programs. The incumbent stays abreast of current federal and state legislation related to DV/IPV. The incumbent will maintain a knowledge base of current theory and treatment modalities relevant to IPV. The incumbent will collaborate with departments, programs, and clinics throughout the healthcare system which encounter and/or serve Veterans who may experience and/or use IPV Identified areas include, but are not limited to, Patient Aligned Care Teams (PACT), Mental Health, Home-Based Primary Care (HBPC) and GEC team, and the MH Residential Rehabilitation Treatment Program (MH RRTP). The incumbent will develop a library of IPV assistance information material for distribution throughout various inpatient, outpatient, and residential settings. The incumbent participates in DV/IPV assistance activities in the local community and state to promote and recognize the role of individuals who use and/or experience IPV; participates on state and local DV/IPV assistance committees; invites state and community DV/IPV related agencies to participate on the local VA IPVAP advisory groups; establishes and maintains access to electronic social networks develops and fosters relationships with community partners to assist with system navigation, maintains collaboration and coordinates services; and provides outreach presentations to community social service agencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Social Worker Program Coordinator Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (e) Ability to provide training, orientation, and guidance within clinical practice.
