Duties

The primary purpose of this position is: Serves as the Aviation Energy Program Analyst to integrate Air force Energy strategy into Air Force long-range, strategic planning initiatives within the Office of the Deputy Assistant Secretary of the Air Force (Operational Energy) (SAF/IEN). Serves as the Aviation Energy Program Analyst to integrate Air Force energy Strategy into Air Force long range strategic planning initiatives. Develops analytic supporting studies (to include modeling and simulations) and business case assessments, and participates in war gaming and campaign analysis and mission analyses to address future Air Force energy requirements in Air Force long-range, strategic planning and requirements development. Provides budget oversight and develops requirements to include Program Objective Memorandum (POM) submission, annual authorizations, and budget execution. In concert with Aviation Operations stakeholders and potentially drawing upon an aviation operational background, the incumbent develops, aligns, refines, and integrates Air Force policy, directives and guidance, and associated business processes (force planning, requirements development, acquisition, logistics, PPBES, research and development, etc.) to respond to high level authorities.

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). . Examples of specialized experience includes Mastery knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of advanced management and organizational principles and practices relative to strategic planning, acquisition and management processes in support of long-range planning efforts. Knowledge of Air Force functional relationships on the Air Staff as well as organizational relationships within OSD and Joint Staff. Knowledge of management concepts, policies, and practices business processes and the skill in using those concepts, policies, and business processes etc., to accomplish complex work assignments, advancements and changes at the installation, Major Command (MAJCOM) and Headquarters Air Force levels. Knowledge of management concepts, policies, and practices in aviation operational in both peacetime and contingency environments for joint and coalition operations. Experience in Air Force aviation operations and energy usage is highly desirable. Extensive skill in collaborative problem solving and understanding the complex organizational and business process relationships to respond to high level authorities. Skill in conducting outreach and partnership activities. Skill in written and oral communications to include writing, coordinating, publishing and presenting policy, directives and guidance and responding to inquiries from the Executive (OMB) and Legislative (GAO, Questions for the Record, Testimony) branches of government as well as the DoD Inspector General, OSD, Joint Staff, COCOMs, Defense Agencies,' and the interagency. Ability to lead and conduct oversight and advocate for requirements in the Air Force corporate process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
