The incumbent provides travel benefit services to veteran patients using the Beneficiary Travel Program. This position is located in the Beneficiary Travel Unit of the Business and Finance Service at the VA Roseburg Health Care System in Roseburg, OR.
Duties
Major duties include, but are not limited to:
Independently manages the Healthcare system's Travel Pay Benefits and Patient Funds Program.
Correctly determining eligibility for the program and processing requests.
Managing the fund control point to ensure accurate accounting and cost projections, performing regular reconciliations and adjusting account balances.
Contacts the approving official to authorize obligations and requests for additions, deductions, and/or movement of funds.
Responsible for reconciling daily transactions and balancing accounts monthly.
Monitors institutional award accounts with accountability to the appropriate regional office.
Continually audits restricted accounts for maintaining adequate control balances.
Prepares listing of each patient with funds on deposit and the amount.
Reviews all documents submitted for processing for compliance with regulations and policies.
Preparing and posting vouchers, posting and processing purchase orders, cash withdrawals by patients, and making certain sufficient funds are on deposit for any withdrawal.
Communicates and interacts with patients in a manner which is appropriate to cognitive, emotional, and chronological maturation needs of the patient.
Protecting sensitive data under the provisions of the Privacy Act.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05, applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this position, applicants must have held at least a GS-03 level position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Determines eligibility for beneficiary travel and processing requests; Arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or independent transports; Receives invoices for payment of transportation services, Investigates authorizations, orders, and review records, and submits documents for approval and payment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and post-high school education beyond the first 60 semester hours (i.e., beyond the second year) to be creditable.

Physical Requirements: The work requires no special physical demands but will require some physical effort such as standing, walking, bending or sitting.
