The purpose of this position is to provide support for the Veteran Transportation Program (VTP) and reports directly to the Supervisory Mobility Transportation Specialist (Mobility Manager). This position is a Supervisory Transportation Assistant for the Roseburg VA Medical Center (RVAMC) VTP and will be the general Supervisor of the Veterans Transportation Service (VTS), Motor Vehicle Operators and Transportation Assistants.
Duties
The Supervisory Transportation Assistant will independently plan, direct, and manage the Medical Center's VTS program. The VTS program travels an average of 10,000 miles monthly and provides transportation at Government expense to averages 500 Veterans and their attendants traveling to and from VA facilities and other places monthly, for the purpose of medical examination, treatment and care.
The Supervisory Transportation Assistant develop, adapt, and implement policies and plans to support the mission of the VTP.
Duties include but are not limited to:
Promotes the enhancement and facilitation of access to transportation services, including the integration and coordination of services.
The focus is on the movement of people rather than vehicles and on the entire trip, not just one mode or another.
A high degree of critical judgment is required of the incumbent in designing and managing day-to-day operations of the VTS as to ensure unplanned, urgent and emergent patient care situations are handled appropriately by both staff and community resources.
Analyze, develop, plan, and advise on VTS passenger movement policies and programs.
Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed.
Knowledge of transportation requirements for the State of Oregon, and the counties in which the program operates.
Management of program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers.
Provide training for VTS staff on a variety of transportation management and patient related software such as RouteMatch,
Computerized Patient Record System (CPRS), SharePoint Scheduling And Reporting System (SPSRS), and Veterans Information Systems and Technology Architecture (VISTA).
Develop educational programs such as rider training materials, travel trainer program and community forums. Develop training presentations for VA staff on VTS program, Special Mode requirements and Beneficiary Travel.
Make presentations to and attend meetings of a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies.
Participate in Veterans Transportation Network and Regional Transportation Coordination Councils.
Supports the facility's Fleet Manager through direct management, maintenance and recordkeeping of vehicles operated by VTS in accordance with the Fleet Manager's Guide, state and federal law, and local policies.
The incumbent provides direct supervision to a minimum of 8 employees: 2 Transportation Assistant GS-2102-06, and 6 Motor Vehicle Operators WG-5703-6.
Provides daily supervision and guidance. Performs the administrative and personnel management functions relative to staff support.
The incumbent must be familiar with timekeeping procedures, both manual and electronic and pay regulations for Title 5 employees.
Assure administrative support and clerical assistance to employees regarding leave, training, and personal issues.

Establishes and maintains knowledge of various groups and organizations, such as stakeholders, other hospital, public health officials and organizations, volunteer work groups, and the community at large.
Work involves establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives. Work includes developing related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations, i.e., the community based outreach clinics, which are located at sites other than the medical center, etc.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of extensive and diverse regulations governing a wide variety of passenger travel.
Knowledge of VA laws, regulations, directives, policies, procedures, performance measures, and guidelines relating to VA medical benefits administration
Knowledge to make sound and logical decisions, identifying and utilizing all appropriate available resources.
Knowledge to deal effectively with problems, issues and situations which occur daily and maintain effective working relationships.
Ability to meet and work effectively with a wide variety of staff from many educational and skill levels to communicate clear instructions and interpretations.
Ability to prepare and produce written instructions and a variety of correspondence.
Knowledge in consult management, scheduling, admissions, discharge, transfer, and administration with patient processing.
Knowledge of the various departments within the medical center and the policies and procedures of each unit as they relate to the VTS Program clinic and patient care.
Knowledge of the overall structure of electronic medical records.
Proficiency in using Microsoft software and other necessary software programs.
Skilled in strong leadership and interpersonal skills.
Ability to be able to manage emergency situations.
Ability to provide direct supervision and guidance to at least eight employees.

Preferred Experience: Background in coordinating transportation.

Physical Requirements: The Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and
ever changing demands due to program changes.
